129/2026-2027
Aizawl, 1 June 2026: A Meeting-cum-Workshop on SASCI and SNA SPARSH was held today at the Planning & Programme Implementation Conference Hall for Administrative Heads of Departments using SNA SPARSH. The programme was attended by Chief Minister Pu Lalduhoma, who also holds the Finance portfolio.
Speaking on the occasion, the Chief Minister stated that with the rapid advancement of technology, the mechanisms for receiving and utilizing Central funds have also become increasingly sophisticated. These developments are intended to make financial management more efficient and convenient.
As SNA SPARSH serves as the principal platform through which the State receives and manages a significant portion of its funds, it is essential that all concerned departments have a clear understanding of its functioning. He noted that the meeting-cum-workshop was organized to ensure that the system is implemented more effectively this year than in previous years.
The Chief Minister highlighted that Mizoram received an incentive of Rs. 350 crore under SASCI Part 9 for Efficiency in Financial Management owing to its good performance and coordinated efforts during the previous year. He expressed the State Government's determination to secure all reform-linked incentives available under various components of SASCI during the current year as well.
To facilitate this objective, the Government of Mizoram has delegated financial powers to all Administrative Heads under the Charter of Financial Advisers. This, he said, would streamline and expedite the issuance of Administrative Approvals and Expenditure Sanctions.
He further emphasized an important lesson learned from previous years: once a mother sanction is received, funds must be utilized promptly and SNA SPARSH accounts must be closed in a timely manner. This also requires Administrative Heads to ensure that Utilization Certificates are prepared and submitted without delay. He urged all departments to remain prepared and proactive in this regard.
The Chief Minister also informed the participants that under the revised implementation framework of SASCI Part 9, all schemes will need to be executed through the Direct Benefit Transfer (DBT) mode. This requirement will extend to State Welfare Schemes as well, making it necessary for all departments to adopt the DBT system.
He also noted that under the ongoing SASCI programme for 2026–27, Mizoram stands to receive incentives amounting to Rs. 650 crore under Parts 4 and 9. Since these incentives would significantly benefit the State, he called upon all departments to work collectively and diligently to ensure that the State secures the full amount available. He urged participants to make the workshop productive and beneficial.
The workshop was jointly organized by the Institute of Government Accounts & Finance and the Finance Department, Government of Mizoram. The programme was chaired by Pu Vanlaldina Fanai, Commissioner, Finance. Following the inaugural session, experts delivered technical presentations and training sessions on the subject.
