554/2025-2026
ADVISORY
In view of the recent incidences of hailstorms and the prevailing low-pressure conditions affecting several parts of the State, and based on the latest meteorological inputs indicating continued unstable weather conditions over Mizoram and the wider Northeast region, all Deputy Commissioners are hereby advised to remain in a state of heightened preparedness and to activate the respective District Emergency Operation Centres (DEOCs) with immediate effect.
As per the latest weather forecast, fairly widespread to widespread light to moderate rainfall accompanied by thunderstorm, lightning and gusty winds is likely to occur over Northeast India during 13th–19th March, with wind speeds reaching 30–50 kmph in several areas. The prevailing weather system may result in intermittent rainfall, thunderstorms and hailstorm events at isolated to scattered locations across Mizoram over the coming days.
Further, recent warnings issued by the meteorological authorities indicate the likelihood of moderate rainfall (5–15 mm/hr), thunderstorms and gusty winds in certain districts, which may lead to localized waterlogging, slippery road conditions, traffic disruption and potential damage to vulnerable structures and standing crops.
In this regard, the following measures may kindly be ensured on priority:
1. Immediate Damage Assessment
All districts shall undertake prompt and systematic assessment of damages arising from the recent hailstorm incidents, particularly in respect of housing, agriculture, horticulture and public infrastructure. A consolidated report indicating the nature and extent of losses may be submitted to the State Emergency Operation Centre (DEOC), Department of Disaster Management & Rehabilitation (DM&R) at the earliest.
2. Provision of Relief Assistance
Wherever damage has occurred, necessary relief measures may be extended to affected persons strictly in accordance with the prevailing State Disaster Response Fund (SDRF) norms, under due intimation to DM&R.
3. Preventive and Preparedness Measures
District administrations shall ensure that all relevant line departments remain on alert and undertake appropriate preventive actions, including monitoring of vulnerable locations, precautionary measures for protection of infrastructure and crops, and readiness of response mechanisms.
4. Public Information and Communication
Adequate public communication and advisories may be disseminated through appropriate channels to ensure that citizens remain informed and adopt necessary precautionary measures during periods of adverse weather conditions.
5. Monitoring of Weather Updates
District authorities may closely monitor weather bulletins, forecasts and warnings issued by the Meteorological Department and take appropriate action in accordance with the evolving situation. All Deputy Commissioners are requested to accord highest priority to preparedness, damage assessment and timely relief measures so as to mitigate the impact of any further hailstorm or thunderstorm events.
This may be treated as urgent.
