Aizawl, the 19th October 2020: In accordance with the Notification by the Ministry of Health & Family Welfare, Government of India and the provisions of section 188 of Indian Penal Code read with section 77 of Juvenile Section (Care and Protection of Children) Act, 2015, the Government of Mizoram has now imposed ban on production and sale of Bottled Correction Fluids as well as Bottled Thinners, of any chemical substances generally used in offices which are reportedly being widely misused by youth/children as intoxicating substance/drug by inhaling the material to get stimulating effects like drugs. In this connection, the Government of Mizoram now ordered the implementation of the following measures with immediate effect and until further order -
i. Banning of production of Bottled Correction Fluids as well as Bottled Thinners, of any chemical composition, both for ink erasing purposes as well as for use as Nail Polish removers and similar other purposes.
ii. Banning of sale of Bottled Correction Fluids as well as Bottled Thinners, of any chemical composition, both for ink erasing purposes as well as for use as Nail Polish removers and similar other purposes.
iii. Permitting sale of Correction Fluids as well as Thinners of any chemical composition both for ink erasing purposes as well as for use as Nail Polish removers and similar other purposes in the form of pens or similar devices which allow limited amounts of the chemicals to come out of those devices when used.
iv. Ban on the sale of correction fluids /whiteners thinners / diluters to the Children if they are not accompanied by parent guardian or have a letter from the school authorities signifying their assent to purchase the same.
v. These measures are to be enforced by Excise & Narcotics Department, Mizoram. The measures shall be monitored by Food & Drugs Administration Wing, Health & Family Welfare, Mizoram.
