Aizawl, the 13th September 2023: The Ayushman Bhava Campaign was launched by Smt Droupadi Murmu, President of India, today in the presence of Dr Mansukh Mandaviya, Union Minister, Ministry of Health & Family Welfare. Governor Dr Hari Babu Kambhampati joined the launching program via Video Conference from Conference Hall, Legislative Assembly Annexe building, the venue for the state-level physical launching program. Dr R. Lalthangliana, Minister, Health Department along with the officials also participated in this event.

After the end of the National level launch programme, the physical launch programme at the state level commenced.

Governor Dr Hari Babu Kambhampati opened his address by highlighting the main objectives of the Ayushman Bhava Campaign. He apprised the participants that the aim of Ayushman Bhava is to build momentum for enhanced awareness about various healthcare schemes and to saturate critical healthcare services in every village. He further explained that this campaign is in line with the National Health Policy 2017’s goal of Universal Health Coverage (UHC), and the principle of ‘Antyodaya’.

On this occasion, the Governor also stressed the urgent need to address the rising burden of Non- non-communicable diseases (NCD) and continue to raise his campaign for getting more donors for the TB Patients through the PM TB Mukt Bharat Abhiyan. He thanked the voluntary donors in this campaign and appealed for more donors to come forward in this noble service.

The Governor urged the officials to increase their efforts to ensure all the intended beneficiaries may avail of these health care schemes, as well as many other beneficial social security schemes such as PM Jeevan Jyoti Bima Yojana, PM Suraksha Bima Yojana, Atal Pension Yojana, and many more.

Dr R. Lalthangliana, Health Minister also addressed the participants on this occasion. On the Campaign that was launched by the President of India, Mizoram Health Minister briefly explained how the campaign would aim to saturate all identified healthcare schemes and services to every village or town in India to enable access to healthcare services for all regardless of age, sex, religion with no discrimination.

He took this opportunity to highlight some of the major achievements made by the state Health Department – 1) a steady improvement over the past few years with aspect to maternal and child health with an IMR of 3 against the national average of 26.6 per 1000 live births. 2) Operational of 382 Health and Wellness Centers (Sub Centre/UPHC/PHC-HWC) out of the 473 government healthcare facilities.

To achieve the goal of the Ayushman Bhava Campaign, Dr. R. Lalthangliana bluntly explained that the resources of the state Health Department may not be sufficient. In this connection, he called for coordination from various non-governmental organizations and urban/village bodies for widespread awareness to address the current gaps (low screening for TB and NCD, low registration of AB-PMJAY Golden Card etc.) in a mission mode. “Only with the optimum coordination from various sectors and corners, we may achieve Ayushman Gram–-Healthy Village by March 2024. Therefore, I urge everyone to join me in this campaign to do the very best we can in every possible way”, he concluded.

The Ayushman Bhava initiative involves a set of interventions to be undertaken during the four-week campaign period such as –

1. AyushmanAapkeDwar 3.0 – PMJAY Ayushman card generation

2. Ayushman Mela – Health Melas at Health and Wellness Centres and Medical Camps by ZMC at CHCs

3. AyushmanSabhas – at village levels

During the campaign period and until March 2024, it is envisaged to undertake several activities and achieve a 100% saturation rate in all villages across the state.

1. Ayushman Mela

i) At the HWC Level –Maximum screening for Non-Communicable Diseases (NCD) – Hypertension, Diabetes, Oral Cancer, Breast Cancer and Cervical cancer for the population above 30 years of age is to be ensured. Currently, the state has recorded screening of NCDs at 50% and TB Screening (Presumptive Case) and_

ii) At the CHC Level – Zoram Medical College will take its purview to conduct Health Melas at selected CHCs for a specialist clinic

2. AyushmanAapkeDwar 3.0

Out of the total eligible families in the state, the AB-PMJAY Ayushman Golden Card has been created and registered for about 63.3 % of beneficiaries to date. This campaign will strive to achieve the maximum registration for all eligible beneficiaries.

3. Ayushman Sabha –

Village /Urban Local-level bodies will strive to ensure maximum coverage of health schemes and optimum healthcare service delivery by generating awareness on these aspects – the importance of Ayushman cards, generating ABHA IDs, the importance of utilizing screening services for NCDs, communicable diseases and TB services, holistic approach to preventive healthcare.

4. Other Activities –

i) Swach Bharat Abhiyan – Cleanliness drive
ii) RaktdaanMahadaan – Blood Donation campaign
iii) Organ Donation Pledge

The state-level Physical Launch Programme was chaired by Pi Esther Lal Ruatkimi, Principal Secretary, H&FW. In this program, the state's top donors of the PM TB Mukt Bharat Abhiyan were felicitated by Governor Dr. Hari Babu Kambhampati. At the same time, the appeal to the potential organ donors for transplantation was made by the Principal Secretary, H&FW through the Pledge for Organ Donation. The Program concluded with a vote of thanks proposed by Dr. Vanlalsawma, Principal Director, H&FW.
