Aizawl, the 18th February 2022: In the presence of Governor Hari Babu Kambhampati, the senior officials from Head Post Office, Mizoram gave presentations at the Raj Bhavan, this morning. Shri T. Mangminthang, Postmaster General, NE-I gave a presentation on “Presence and activities of -Department of Posts in Mizoram”. While, Mr Lalnuntluanga, BM, IPPB, Aizawl gave a presentation on “India Post Payments Bank Ltd (IPPB)”.


Governor Hari Babu Kambhampati was pleased to learn that the postal department had done tremendous services to the people of Mizoram, especially in the remote areas where the conventional banking facilities are absent. He also expressed his appreciation of the uninterrupted postal services rendered across the state during a series of pandemic lockdowns. However, he suggested more frequent and wider awareness campaigns for all the facilities and financial services that can be availed to their advantages by the beneficiaries in rural areas across the state from the widespread network of Postal Services. He also singles out the need for more awareness campaigns on the  Sukanya Samriddhi Account (SSA) – launched in 2015 by Prime Minister Narendra Modi and wanted the number of beneficiaries to increase rapidly from just a few numbers at present. He also urged more awareness campaigns on the extremely convenient service like Aadhaar Enabled Payment Systems (AEPS) - Aadhaar ATM using which any bank account holder can withdraw cash – up to Rs 15000/- from the post office in a village where there is no ATM booth, just by using aadhar card.  At the same time, Governor Hari Babu Kambhampati also agreed that the state nodal departments, for DBT on various central welfare schemes should also explore the banking services provided by the Post offices and educate their beneficiaries in this regard. In this connection, the Governor recommend an awareness drive to educate people in the rural areas on the availability of banking services in all the post offices. And, through this meeting, the Governor appealed to all the staff of the postal department in Mizoram to continue their valuable services and strive harder to educate the masses in rural areas so that the aims of financial inclusion to the unbanked areas of Mizoram is realised sooner.


As per the report given, there is one Head Post Office in Aizawl, under which there are one Mukhya Dak Ghar in Lunglei, 38 Sub Post Offices, 347 Branch Post Offices, 175 Departmental Staff and 990 Gramin Dak Sevaks. Core Banking Solution (CBS) has been rolled out in all Departmental Post offices of Mizoram. Core System Integrator (CSI) rollout is scheduled for 25.01.2022. All Branch Post Offices have beneficially used the Digital Advancement of Rural Post Offices for a New India (DARPAN) since 21.12.2017.- All Branch offices are supplied with handheld devices for performing transactions. Postman Mobile App (PMA) – Capturing delivery of Postal articles through smartphones since 01.08.2017. Aadhaar Enrolment and Update are done in 9 Offices. Post Office as Common Service Centre (CSC) – Starting in May 2020 Citizens will be able to access all e-Services provided by the Government, at their local post offices. This will enable rapid adoption of services provided under the Digital India programme and make governance more effective. 


Through the saving bank services - India Post Payments Bank Ltd (IPPB), it currently offers the services in Post Office Savings Bank, Recurring Deposit, Monthly       Income Scheme, Time Deposit, Public Provident Fund,     Senior Citizen     Savings Scheme, NSCs and KVPs. As of 31.01.2022, there are 2,13,219 active accounts under the Postal Department in Mizoram. 8871 accounts so far have been opened for Sukanya Samriddhi Account(SSA), a saving account for parents of girl children to ensure financial security for their daughters. At present, the post office maintained 3841 policies under Postal Life Insurance and 5637 policies under Rural Postal Life Insurance. The Post Office in Mizoram also actively provide valuable services of the Speed Post and the money transfer service through the Western Union Money Transfer.


Presently, the Postal Department in Mizoram is operating 227 Post offices with banking services through IPPB within the 6 Branches covering 9 districts of Mizoram. There is a plan to add another 160 Banking access points in the rural areas in the next 3 months in addition to the existing 198 Banking access points in rural areas. This will cover all 11 districts of Mizoram including Siaha and Hnahthial District.


The highlights of IPPB includes -Zero Balance –paperless savings account. Fund remittance services such as  RTGS, NEFT, IMPS, UPI.Aadhaar Enabled Payment Systems (AEPS) - Aadhaar ATM.Online payments of post office products such as RD, SSA and PPF.Vehicle and Health Insurance in collaboration with Tata AIG and Bajaj Allianz.Doorstep Banking to people who can’t visit post offices.Aadhaar Child Enrollment and Aadhaar Mobile update services. The facilities in the Post Offices are currently entrusted for disbursing of various welfare schemes such as :


                              i. NREGS

                              ii. PM Kisan Yojana

                              iii. PM Awas Yojana

                              iv. PM Ujjwala Yojana

                              v. Students Scholarships


Over Rs.421 lakhs DBT disbursed during the current financial year. Over 43,000 savings account opened in 3 years
