Aizawl, the 28th May 2020 : Home Department today issued an order in the interest of public service, partially modifying and clarifying its Order of even number dated 22.05.2020 which laid down guidelines to be followed by passengers(residents of Mizoram and government servants) flying into Lengpui Airport as follows :
1. With a view to simplify and streamline the procedure for according inter-state movement permission to permanent residents and Government servants returning to Mizoram by air through Lengpui airport, and in order to ease the burden on the Mizo Welfare Associations of various states, Point No.l of the procedure prescribed vide the said Order which said “All such persons shall intimate their flight & ticket details to the resident representative of the Government of Mizoram (Resident Commissioner, New Delhi/Jt. Resident Commissioner, Kolkata/ Dy Resident Commissioner, Guwahati/Shillong/Silchar) located in the station where they are currently stranded. In States/cities where a resident representative (Mizoram House) is not located, such details may be reported through the nearest Mizo Welfare Associations. Such persons shall give their full particulars as per the proforma attached in Annexure 1. Any person furnishing false information or found to conceal information shall be liable to be penalised” is replaced as follows:
"All passengers bound for Lengpui airport should register their personal and flight details at mcovid 19.mizoram.gov.in or through the mCOVID-19 mobile application (available at Google Playstore for Android users or at App Store for IOS users) by clicking 'mPASS: FLIGHT' from the menu. Persons who have already intimated their details through the Mizoram Houses and Mizo Welfare Associations need not re-register themselves. Approval will be conveyed through the given mobile number of the applicant and the permission may be downloaded through the app".
Consequently, the requirement of Point No.3 of the previous Order “The list of passengers shall be sent to the Chairman, Task Group on Migrant Workers & Stranded Travellers who shall submit a compiled list for every flight, destination-district-wise, to Home Department by 2:00 P.M of the day prior to the date of departure of the flight, for approval” is dispensed with.
2. Regarding Point No.5 of the previous Order, it is clarified that the administration of RT-PCR test in respect of those arriving from Red Zones, including sample collection, shall be done in accordance with the protocol prescribed by the competent authorities in Health & Family Department.
3. With regard to Point No.7 of the said Order, it is clarified that those passengers for whom home quarantine has been pre-approved by the Deputy Commissioners/Chairpersons, District Level Task Force shall arrange their own transportation from Lengpui airport. Further, Deputy Commissioners who have a problem of logistics in picking up passengers bound for their districts should intimate the Deputy Commissioner, Aizawl well ahead so that necessary arrangements can be made by DC, Aizawl.
