Aizawl, the 12^th October 2021: The Home Minister, Pu Lalchamliana, Home Minister had launched Integrated Road Accident Database (iRAD) Project in Mizoram at the official function organized by the Mizoram Police at DGP Conference Hall, Mizoram Police Headquarters, Aizawl today. 

Pu Lalchamliana on launching iRAD Project thanked the joint effort made by all the stakeholder departments for making this project implement from 15^th September 2021. This project, he believed would particularly be very useful for Mizoram PWD in improving the road safety measures along the roads in Mizoram. In his inaugural speech, he had also highlighted some of the important projects that are currently operating under the Mizoram Police Department such as CCTNS (Crime and Criminal Tracking Networks & Systems) and 112 ERSS (Emergency Response Support System). And he had also announced that large Projects like ICJS (Inter-Operable Criminal Justice System) and NAFIS (National Automated Fingerprint Identification System) would soon be launched in the state. 

The Integrated Road Accident Database (iRAD) Project is an initiative of the Ministry of Road Transport and Highways (MoRTH), Government of India and funded by World Bank to establish an accurate and uniform accident data collection mechanism towards improving road safety in the country. The purpose of iRAD project is to provide such mechanism to collect and analyze road accident data from all over the country to understand the causes of accident. Accordingly formulate new interventions and policies to facilitate reduction in the number of road accident and enhance road safety in India.

iRAD application was developed and can be accessed in mobile(android and iOS versions) and web platform. In the first instance, it has been decided by Ministry of Road Transport & Highways, Government of India to implement the project in six States, viz. Maharashtra, Karnataka, Madhya Pradesh, Rajasthan, Uttar Pradesh and Tamil Nadu (in selected districts as pilot project) and subsequently in all States and Union Territories.  After successful implementation in selected districts, Government of India through Ministry of Road Transport  & Highways has decided to extend the implementation of iRAD project in all the States and Union Territories.  A deadline was fixed for all the States and Union Territories for 15^th September, 2021. After multiple interactions with various Departments under Government of Mizoram ie Police, Transport Department, PWD, Health Department and other stakeholders ie NIC, NICSI and IIT Madras, Mizoram state became one of the four(4) states and one(1) Union Territory (i.e. Chhatisgarh , Telengana,  Orissa, Mizoram and Puducherry)  who is able to implement the project in  all districts successfully on 15^th September, 2021. This clearly highlighted the excellent team spirit and good coordination among all the stakeholders  of State of Mizoram.

For the successful implementation of iRAD project in Mizoram, Pu RA Sanjeev, IGP(Law & Order), Mizoram was appointed State Level Nodal Officer/Single Point of Contact for iRAD. In addition, State Nodal Officer for Police Department, Transport Department, PWD, Health Department and NIC Mizoram were also appointed. To facilitate data collection at the field levels, District Nodal Officers for Police Department, Transport Department, PWD and Health Department were also appointed.

In the meantime, NIC Mizoram has imparted intensive training to all field officers of Police, Transport Department, PWD and Health Department covering all eleven(11) districts of Mizoram. Details given below:

Since the implementation of iRAD project in Mizoram on 15^th September, 2021, seventeen (17) accident cases have been registered in Mizoram through iRAD application. Details of accident cases:

iRAD application is accessed by field level police officers using their personal mobile phone using login credentials provided by NIC Mizoram. So far, field officer has not encountered any problem except that connectivity is not good enough to upload images/videos of accident sites. 

The launching function of iRAD was presided over by Pu John Neihlaia, IGP(Headquarters). This was attended by senior officials from the stakeholder departments - Police, Transport Department, PWD, Health Department and NIC, Mizoram. Er.R.Lalrammawia, Director, Transport Department and Er.H.Zoramliana, S,E,(Planning), E in C office, PWD also delivered short address. The official launching function of iRAD was then concluded with a vote of thanks proposed from Pu R.A.Sanjeev, IGP (Law & Order)
