He further informed the gathering that the Election Commission of India (ECI) had issued instructions for conducting a Special Drive in all States during October. In Mizoram, the drive commenced on 8th October 2026, and a press note regarding the initiative had already been issued by the District Election Office.
The DEO stated that the ECI had directed all Chief Electoral Officers (CEOs), District Election Officers (DEOs) and Electoral Registration Officers (EROs) to conduct the Special Drive during October. He emphasised the need to carefully identify eligible Indian citizens who may have been inadvertently omitted from the Electoral Roll following the completion of SIR 2026, including newly eligible voters who have attained the age of 18. He also commended the efforts of election officials and BLOs during SIR 2026 and expressed gratitude to NGOs for their cooperation. He urged all concerned to extend the same wholehearted support and cooperation during the Special Drive.
Shri Collin Hlychho, Election Officer, explained the procedures to be followed during the Special Drive. He stated that BLOs would prepare lists of individuals whose names appeared in the Electoral Roll before SIR but were not included in the SIR Final Electoral Roll. The BLOs would subsequently visit the homes of these individuals and inform eligible Indian citizens about the procedure for applying for inclusion in the Electoral Roll through Form 6.
He added that newly eligible voters who had attained the age of 18 would also be identified and encouraged to enrol. The lists prepared by BLOs would be shared with Booth Level Agents (BLAs). Following field verification, the lists would be submitted to the EROs/AEROs. Hearings for applicants who had filled out Form 6 would be conducted before the EROs/AEROs. Depending on the need and convenience, Booth Level Camps could also be organised to facilitate the enrolment process.
The briefing was attended by EROs, AEROs, BLOs, representatives of CYLA and members of the Mizoram Journalists Association (MJA), Lawngtlai.
