Aizawl, the 21st April 2020: With the issue of Order No.B.13021/101/202-DMR/Pt.V dated 16.04.2020 by Disaster Management & Rehabilitation Department and the Lockdown measures and guidelines appended thereto, the practice of issue of inter-state movement permits for essential commodities is now scrapped. But the central idea of recording the details of the drivers and handymen of all vehicles entering Mizoram still holds paramount importance in order to facilitate subsequent tracing, if and when necessary. In this connection, Home Department is introducing an online application for registering all goods vehicles carrying essential as well as non-essential commodities, shortly. Till such time the online application is launched, the following procedure for recording the movement of vehicles, along with the respective drivers and handymen, may be followed scrupulously:
1. All vehicles carrying essential commodities shall be allowed to enter Mizoram subject to the following conditions:
The driver and handyman should clear the compulsory medical screening.
A declaration by the driver and handyman shall be obtained in the prescribed format annexed hereto at the entry points/check gates at Vairengte and Bairabi. The designated officers/magistrates shall prepare a daily compilation of such declarations and submit a report to the Secretary, Home Department by 10:00 AM of the following day.
2. In case of non-essential commodities, application in the format appended herewith shall be submitted by all works departments/PSUs/construction companies/agents/ distributors/transporters to Home Department. The details of vehicles, drivers & handymen of this category entering the State may also be recorded as per the procedure mentioned at 1(b) above.
