6th Mizoram Legislative Assembly Budget Session commenced today at 10:30AM with Mizoram Governor Lt.Gen.(Rtd) M.M.Lakhera's 24-minute Address to the Assembly. 
In his opening address, Mizoram Governor said that the government is dedicated to bringing about development and prosperity to its people under the canopy of peace. The implementation of NLUP is intended to bring about revolutionary changes towards economic self-sufficiency, growth and poverty alleviation in a few years time, he said. The government has undertaken a number of measures for a more profitable and sustainable system of agriculture, horticulture, animal husbandry & live-stock rearing as well as handloom and micro-industry. High priority is being given to quality education & health care, sports and youth welfare, power generation, transportation & communication, housing, water supply as well as food availability in the entire state. Central Schemes such as MGNREGS, JNNURM, NRHM, IWDP, SJSRY, SGSY, IAY etc. are being successfully carried out, affording the rural poor a better chance towards self-sufficiency and economic security. In an effort to make Mizoram a preferred tourist destination, Tourism Development Board has been formed to frame better policy and guidelines for promotion of tourism. There has been 22.9% growth in collection of taxes during 2010-2011. Conservation of natural resouces and wildlife as well as afforestation is another high priority for the government, the Governor added.

Among the different achievements that he highlighted, the Governor also made a special mention of the prestigious Indira Priyadarshini Vriksha Mitra (IVPM) Award 2010 to Mizoram, which carries cash award of Rs.5 lakhs, for outstanding works in increasing forest and tree cover. The Governor pointed out that the performance of Cheraw Troupe from Mizoram at the opening of the 19th Commonwealth Games, New Delhi gave the state and its people instant international recognition while young Mizo sportsmen are bringing home laurels from different national and international sports events, he said. It is a matter of pride that the Assam Rifles Ground at Aizawl with its new astro-turf surface is the 3rd in the whole country, and the government further intends to renovate Thenzawl Hockey ground in the same way. The Aizawl Civil Hospital has been recently awarded ISO Certificate by the Central Goverment, making it the first in the north-east. Regional Cancer Centre has been opened in Zemabawk to meet the need of the hour. Mizoram Industrial Policy Draft has been completed and will be in force soon. A new Directorate of Gelogy & Mineral Resources was also formed since September, 2010, he added.

After Governor's Address, MLA John Siamkunga moved Motion of Thanks which was unanimously passed. The Speaker announced that 3 MLAs, namely Zodintluanga, K.S.Thanga and Brig T.Sailo were absent from today's inaugural session due to unavaoidable circumstances. The Speaker then ended today's session at 11:01AM, to be continued tomorrow at 10:30AM. The Budget Session will last till 30th March, 2011 (Wednesday).
