197/2026-2027
Aizawl, 23 June 2026: The Mizoram Resource Mobilization Committee (MRMC) met today at the Chief Minister’s Conference Hall under the chairmanship of Chief Minister Shri Lalduhoma. The meeting was attended by Vice Chairman Shri Haukhuma Hauzel, IAS (Retd.), Ministers Smt. Lalrinpuii, and Shri F. Rodingliana along with other members of the Committee.
The major decisions and recommendations discussed during the meeting include:
1. Establishment of a Separate High Court for Mizoram:
The Committee discussed the need for establishing a separate High Court for Mizoram. The MRMC Sub-Committee on Administrative Reforms had already recommended the creation of a separate High Court on 27 May 2025. The Committee noted that the establishment of a separate High Court would be a significant step towards the full implementation of the provisions of the 1986 Mizoram Peace Accord. Discussions have previously been held with officials of the Law & Judicial Department. It was noted that adequate land is available for the purpose, and the move would not only reduce government expenditure in the long run but also enable the people of Mizoram to access justice more conveniently.
2. Rationalisation of Household MR and Orderly Personnel:
The Committee noted that the number of Household MRs attached to the Chief Secretary and Secretariat officers has already been reduced, resulting in substantial annual savings for the Government. The Committee further recommended reducing the number of orderly personnel currently attached to Police officers. This would help cut expenditure and ensure a more efficient deployment of police personnel.
3. Strengthening District Administration:
The Committee emphasised the need to strengthen District Administration to ensure more efficient and effective governance. It was suggested that the District Rural Development Offices (DRDOs) in each district be gradually transformed into Planning & Development Wings under the respective Deputy Commissioners’ Offices.
4. Enhancing Manpower in Deputy Commissioners’ Offices:
Recognising the manpower constraints faced by Deputy Commissioners’ Offices across districts, the Committee recommended that the MRMC Administrative Reforms Sub-Committee examine ways to strengthen staffing while keeping in mind the Government’s commitment to fiscal prudence and administrative rationalisation.
5. Review of Non-Practicing Allowance (NPA) for Doctors:
The Committee reviewed the issue of Non-Practicing Allowance (NPA) received by Government doctors and recommended the establishment of a robust monitoring system to ensure that the allowance is availed only by eligible beneficiaries in accordance with prescribed norms.
6. Implementation of the Right to Public Services Act, 2015:
The Committee stressed the need for improved monitoring and implementation of the 197 services notified under the Right to Public Services Act, 2015, so that citizens can avail themselves of these services within the stipulated timelines.
7. Other Issues Discussed:
The Committee also deliberated on ensuring that industrial plot allottees in the Zuangtui Industrial Estate utilise their plots for the intended purposes, exploring possibilities for enhancing revenue from sand and stone extraction, improving government procedures and systems, and other measures related to fiscal management and resource mobilisation.
