Mizoram will implement Results – Framework Document (RFD) to evaluate and assess the performance of government departments from 2013- 2014. This was stated by the Finance Minister Shri H. Liansailova while inaugurating a two day workshop at the Administrative Training Institute on Results – Framework Document. The two day Workshop targeted at senior officials and heads of various Departments was organized by the Performance Management Division of the Cabinet Secretariat in collaboration with the state government.

Pu H. Liansailova who is also the Minister, Department of Administrative & Personnel Reforms said that the Government is at the threshold of implementing RFD and said he believed that it is an important device to facilitate evaluation of performance and service deliveries in public administration. He added that the government is committed to good governance and it always has been its endeavour to address the unfulfilled expectations of citizens and that was why the Council of Ministers approved the introduction of RFD, he said.

Smt. L. Tochhong, IAS, Chief Secretary who also addressed the inaugural programme said that she hoped implementation of RFD will bring improvements and enhance the efficiency and effectiveness of Government Departments in public service. She also said that the Performance Appraisal Report (PAR) which measures the performance of government servants needs to be further refined on the lines of RFD. Shri Lalram Thanga, IFS, Principal Secretary to Chief Minister chaired the programme while Shri Chetan B. Sanghi, Commissioner and Secretary, GAD gave the vote of thanks.

The Workshop was conducted by Dr. Prajapati Trivedi, Secretary, Performance Division of the Cabinet Secretariat and his team of 11 officers and resource persons. Dr. Prajapati Trivdedi, who is also a renowned economist, spoke about genesis of RFD in the country its various facets and shared his experience about designing and working on RFD. Case studies from states that have successfully implemented RFD were discussed and representatives from the Assam government also shared their experiences on RFD at the Workshop.

RFD was introduced by the Union Government from 2009 – 2010 and 79 Departments are now implementing it. 12 states including Assam and Tripura have successfully implemented RFD.
