Manipur Governor Shri Vinod Kumar Duggal was today sworn in as the 13th Governor of Mizoram. He was administered the Oath of Office and Secrecy by Justice L.S. Jamir, Judge, Gauhati High Court at a short and solemn function held at the Raj Bhawan today evening at 6 PM at the Durbar Hall. Earlier the Chief Secretary Smt. L. Tochhong read out the Warrant of Appointment.

The swearing in ceremony of the Governor was attended by the Home Minister Pu R. Lalzirliana, who is holding the charge of Chief Minister, various Ministers, Assembly Deputy Speaker, Parliamentary Secretaries and MLAs including high ranking officials of State Government also attended today’s swearing-in-ceremony.

Shri V K Duggal was born in Sialkot (now in Pakistan) on 1st November 1945. He was commissioned into the Indian Army in 1965 and served in Arunachal Pradesh (then NEFA) and in Assam. During the Liberation of Bangladesh in 1971 he served as a Captain and took part in the early operations. In 1971 he joined the Indian Administrative Service and also served in Mizoram from mid 1973 towards the end of 1976 during which he also held the post of Deputy Commissioner of Aizawl District.

He served in various capacities in key positions in the Government and was appointed Secretary, Government of India in 2003 and thereafter in 2005, he was appointed Union Home Secretary and retired from the post in 2007. After his retirement, he also served as Member, Commission on Centre State Relations, Member Secretary,Committee for Consultations on the situation in Andhra Pradesh (Srikrishna Committee on Telangana), Member, Task Force on National Security and Member, National Disaster Management Authority.

He handled and coordinated rescue and relief operations in the post Uttarakhand disaster and assisted and advised the State Government in the preparation of reconstruction and rehabilitation plan. Likewise, he also monitored the efforts on the management of Cyclone Phailin in Odisha in October, 2013.

He was sworn in as the Governor of Manipur on 31st December 2013.

Earlier today, the former Governor of Mizoram Dr.(Smt.) Kamla was accorded a ceremonial farewell at the Airport by Home Minister Pu R Lalzirliana and some of the Ministers. The Chief Secretary, the Director General of Police and other senior officials were also present at the ceremonial farewell. The Home Minister Pu R. Lalzirliana also officially received the Governor designate of Mizoram Shri V. K. Duggal, the Governor of Manipur who was also accorded a Ceremonial Guard of Honour at Lengpui Airport.
