It is indeed a privilege and honour to be present here today on this remarkable occasion that signifies a step forward in fortifying the bond between agricultural research, extension services and all the stakeholders who play a pivotal role in ensuring agricultural prosperity in our beloved state of Mizoram.
Agriculture is the backbone of the economy of Mizoram, and it is deeply intertwined with the livelihoods of our people. In recent years, the Government of Mizoram has made concerted efforts to enhance productivity and sustainability in agriculture, horticulture, animal husbandry and allied sectors. However, achieving these goals requires a robust collaboration between research institutions like ICAR, government agencies, private organizations and most importantly, our farmers.
Importance of Research and Extension Linkages:
The synergy between research and extension services is the cornerstone of agricultural development. Research unlocks the potential for innovation and extension bridges the gap between this knowledge and practical application in the field. By strengthening these linkages, we ensure that the latest technologies, improved breeds, advanced cultivation techniques and climate-resilient practices reach to our farmers efficiently and effectively.
Today's initiative is a testament to the commitment of ICAR, the Government of Mizoram and various stakeholders in fostering this collaboration. I am confident that this platform will pave the way for fruitful partnerships, impactful programs and tangible outcomes for our agricultural community.
Prioritizing Livelihood Enhancement:
As the Minister of Animal Husbandry & Veterinary, I am particularly keen on integrating livestock development into this broader framework. Livestock not only contributes to the nutritional security of our state but also provides a reliable source of income for our rural population. Therefore, strengthening animal husbandry practices, veterinary care and feed management through research and extension is crucial.
The introduction of high-yielding breeds, disease-resistant livestock and efficient management practices can transform this sector and significantly contribute to the economic development of Mizoram.
Sustainable Agriculture and Climate Resilience
In Mizoram, we are blessed with abundant natural resources, but we are equally challenged by the fragile nature of our ecosystems and the growing threats of climate change. This calls for an urgent focus on sustainable farming practices and climate-resilient agricultural systems. Through collaboration with ICAR and other stakeholders, we must promote agroforestry, organic farming and conservation of indigenous varieties, which align with both our traditional practices and global sustainability goals.
Empowering Farmers:
While we talk about advanced research and technologies, it is imperative to ensure that farmers are at the heart of these initiatives. Farmers are the custodians of our agricultural heritage and deserve access to education, training, credit, and markets. By empowering them, we not only improve productivity but also enhance their quality of life.
Role of Stakeholders:
This gathering brings together researchers, policymakers and farmer organizations each playing a unique and indispensable role. Let us use this opportunity to create actionable strategies, align our priorities and set measurable targets that address the specific needs agricultural landscape of Mizoram.
Issues requiring special attention for Animal Husbandry in Mizoram: As we are all aware that, the livestock farmers are devastated by the repeated outbreaks of transboundary diseases. The outbreaks of African Swine Fever is a huge setback for Animal Husbandry. The loss due to African Swine Fever in Mizoram has reached beyond Rs 600 crores. I request a special attention and action from ICAR, in the form of collaborative cooperation with stakeholders, and research institute in developing a vaccine or suggestion, to mitigate the heavy risk in livestock farming.
The State is focussing on goatery development and hence is planning to shift its focus into a widespread goatery farming. In this regard, the ICAR is requested to suggest the best and most adaptive breed in Mizoram. It has been experienced that, the goat breeds which are well suited in other parts of India is not well adapted in Mizoram. Their production is low and their reproductive capacity is also slow, therefore the ICAR may kindly look into the breeds and management for optimizing goatery in Mizoram.
The wild and un-controlled rearing system of Mithun has degraded the genetic quality of Mithun in Mizoram. The un regulated breeding has increased the population of non-descript cross breeds. Since the other Mithun rearing states of North East, has already characterized their Mithun breeds, the Mizoram Mithun may also be characterized by ICAR for better identification and conservation.
In a free market and competitive world, it is imperative to make our farmers competitive and provide a competitive advantage in their farming. This cannot be achieved unless the farming system in Mizoram is adjusted to the local best practices. The available non conventional feeds needs to be exploited to reduce the cost of production. Feed crops such as Taro leaves (dawl), banana stem, and sweet potato needs to be studied so that the technology can be transferred to the farmers. The Taro leaves which are high in crude protein may be focused and studied by the ICAR, so that, the abundant local available feeds may be exploited, for a competitive advantage by the farmers.

In conclusion, I extend my heartfelt appreciation to ICAR for their tireless efforts in organizing this program. The Government of Mizoram stands firmly committed to supporting such initiatives and ensuring that the benefits of research and innovation reach the grassroots level.
Let us work together to build a future where agriculture, livestock and allied sectors flourish sustainably, ensuring prosperity and well-being for all the people of Mizoram. I am optimistic that this event will mark the beginning of a new chapter in agricultural growth for our state.
