On this auspicious occasion of the 76th Republic Day of our great Nation, I extend my warm felicitations to all the people of Lawngtlai District. Today marks the glorious culmination of our freedom movement and it is because of the countless sacrifices made by our numerous freedom fighters that India has become a Sovereign Democratic Republic.
In our Constitution, the Preamble begins with the words ‘We, the people’ signifying that in India, we the citizens are supreme. Let's take a moment to honour our Constitution, a document that embodies our dreams for Justice, Liberty, Equality and Freedom. Today, we celebrate not just our Constitution, but the spirit of India that thrives in every corner of this diverse land. Let us keep that spirit alive through unity and love.
The Constitution of India ensures equality of all, irrespective of caste, creed, religion or gender. India's Democracy and Republic setup have withstood the test of time and certain forces continues to attack the sovereignty of our Nation from within and outside. Therefore, we must always strive to remember the importance of our valuable ‘Unity in Diversity’ and put into practice at all times.
On this great and memorable day, let me take the opportunity to highlight some of the achievements of various departments in their work towards the development of the people of Lawngtlai district.
1. The Lai Autonomous District Council (LADC) works incessantly for the people of the Lawngtlai district by providing services in areas like Social Welfare, Law and Justice, Education, Infrastructure and Development. To help the poor and needy, Social Welfare Department has distributed Rs. 10.30/- lakh to 50 persons and Financial assistance of Rs. 11.50/- lakh was given to NGOs within the LADC area. The Agriculture Department (under Annual Plan Fund) has provided financial assistance of Rs. 5,000/- to 194 beneficiary farmers and constructed a Farm Produce Collection Centre at Ngengpuikai at the cost of Rs. 26.00/- lakh. Under RKVY, the Horticulture Department has provided Rs. 15,000/- each to 57 beneficiaries as finalcial assistance . To promote Fisheries, financial assistance of Rs. 50,000/- was given to 16 Families and AH & Vety. Department diligently organized Animal Free Clinic and provided Pig Feed at a subsidized rate.
To Combat global warming and improve the climate, Environment Forest & Climate Change Department has successfully planted 2000 Fruit Bearing Trees along KMMTTP Road. The Construction of Forest Nursery at Tuipui Ferry and Zotlang Forest Park will be completed soon. The information & Communication Department printed and distributed 6,500 copies of LADC Calendar 2024, 500 copies of Diary and a Grant in Aid was also provided to MJA, Lawngtlai.To promote education and impart learning, The Education Department (Primary Section) has installed Mini Library and provided Water Cooler for eight (8) selected Schools. Education Department (Middle Section) has successfully repaired Kitchen for Govt. Middle School at Buaipui 'NG' and South Lungpher and Mini Library and Water Cooler was given to all the Middle School within Lawngtlai Town.
It is a matter of pride as the district has bagged 3- Gold , 2- Silver and 4- Bronze Medals at the '43rd Mizoram State Boxing Championship'.
2. To protect and empower Women and Children, various Awareness Programmes have been undertaken by the Department of Women and Child Development. Awareness programmes on Beti Bachao Beti Padhao (BBBP), a 100 days special awareness campaign under SUNKALP on the topic of women’s safety, security and empowerment, Observation on Elimination of Gender Based Violence and Awareness and Capacity Building on 3 New Criminal Laws have been accomplished. Awareness programme was also organized in collaboration with Adventist Development and Relief Agency (ADRA) and Zoram Entu Pawl (ZEP) on various topics.
3. In the recent MNC Examination held in 2024, ANM Lawngtlai has achieved 85% pass percentage for 1st Year students and 100% pass percentage for 2nd Year students. Among all the students from different schools who appeared for the ANM Examination in 2024, the school obtained 8th rank for 1st Year as well as the 2nd,4th ,6th and 10th ranks for 2nd Year. The school has actively participates in various competitions and festivals.The School participated and attended the ‘Youth Festival’ 2024 with the theme of ‘Panch Pran of Amrit Kaal-India at 2047’ and has received 1st and 3rd prize in the Declamation Contest, along with 1st prize in Science Exhibition and Folk Dance Competition.
4. The Power and Electricity Department has undertaken various construction intiatives such as the construction of 2x25 MVA, 132/33 kV Sub-Station at the existing 33 kV Sub-Station at Chawnhu, Construction of 33 kV line between Chawnhu and Lawngtlai 33 kV Sub-Stations and Construction of 132 kV Sub-Station is going on. All the Civil Works have been completed and electrical works are in progress. Insulation resistances of all the disc insulators of the 132 kV line have been measured and improvement works have been started. All the works are expected to be completed within this financial year. Construction of 33/11 kV Sub-Station at Bungtlang ‘S’ was completed and operated from 29.07.2024 and Bungtlang ‘S’ Sub-Station now receives power directly from Lungsen via Chawngte. Construction of 33 kV Sub-Station at Vaseitlang and Parva is ongoing and is expected to be completed by this Year. The Indo-Bangla Border Flood Lighting Scheme (IBBL) aims to provide power supply to the BSF Border Outposts (BoPs) on the Indo-Bangladesh Border. These includes construction of 33 kV Sub-Stations and their associated 33 kV and 11 kV lines at Vaseitlang and Parva areas.
5. With a view to enhance economic growth and livelihood in the district, the Department of Rural Development has carried out various developmental schemes. There are 39,204 Job Card holders in Lawngtlai District (1st Jan, 2024 to 31st December, 2024) and a sum of Rs. 1,24,68,47,000/– (one hundred twenty four crore sixty eight lakh and fourty seven thousand) was received and has been utilized for various MGNREGA works including 100 Days of guaranteed wage employment. The work under MGNREGA includes Construction of Inter-village Roads, Water Storage Tanks, Farm ponds, Terraces, Rain water harvesting structures and Waste Management Units. There are three projects under PMKSY 2.0 (WDC)- Project-I at Chawngte ‘P’, Hmunlai, Mualbu’L’, Saizawh ‘W’ ; Project-II at M. Kawnpui, Bungtlang ’S’ and Project-III at Hmunnuam, Lungzarhtum, Siachangkawn, Vawmbuk, Thaltlang, and Sentetfiang. The Department has already spent Rs.259.077 lakh for Natural Resources Management and Rs. 62.314 lakh has been incurred for 74 - Families through Micro Enterprise & Production System and 22- SHG under a Livelihood Component. For construction of Houses Under PMAY-G, first installment has been released for -701 families, second Instalment for -387 families and 43 families have already received final installments.
6. To transform Lawngtlai into 'Drug and Alcohol Free' district, several measures have been undertaken by Excise and Narcotics Stations. So far, 179 cases have been registered under ME Act and 191 Persons were arrested. 7 - Cases were registered under NDPS Act and 8- persons were arrested from January till date. A huge quantity of different Liquor (Rakzu, Fermented Rice, Rum, Whiskey, Beer) and Contraband Drugs (Heroin, Alprazolam) were seized and a Compound (fine) money of Rs. 90,000 (Ninety thousand) has been collected till today.
7. To increase fish production and uplift Fish Farmers, various measures have been taken by Fisheries Department. KCC loan was provided to -20 Fisheries Farmers to meet their working capital requirements and under Pradhan Mantri Matsya Sampada Yojana (PMMSY-CSS) construction of Hatchery, Raceway, and Bio-flock is going on and nearly in operational. Contruction of New Pond for 80 beneficiaries, New Rearing Pond for 19 beneficiaries and Insulated Vehicle to 1 beneficiary have been already provided. Till today, 5,25,000 (Five lakh Twenty five thousand) Fish Seeds have been distributed to Fisheries Farmers in Lawngtlai District.
8. The District Transport Office has collected a revenue of Rs. 81,23,368 (Eighty one lakh twenty three thousand and three hundred sixty eight) during January - December, 2024. Under VAHAN & SARATHI, 1004- Vehicles were registered and 1303 - Driving Licence were issued during the same period. Inspections and verifications of Petrol, Diesel, Fair Price Shop and LPG (Gas) have been effectively carried out by the Office of Inspector of Legal Metrology. Till date, it has collected a Compounding Fines of Rs. 45,330 and submitted it to the Government.
9. To promote education and provide greater exposure for students, the District Education Office has undertaken tremendous work for the District. As such Shri. Deborah Lalnunchami, Class IX Student from Don Bosco School, Lawngtlai was selected to represent Mizoram at the National Children's Science Congress held in Bhopal, Madhya Pradesh this year. The Red Ribbon Club and NSS, Government Lawngtlai College organized a 'Blood Donation Camp' where a total of 96 units of blood were donated.
10. Lawngtlai RD Block has executed various rural developmental works under different work categories through Village Employment Councils such as- Agriculture and allied works, Water Conservation, Natural Resource Management, Land Development, Rural infrastructure and Sanitation under MNREGS. In the current Financial year, a total of 1,396 works have been taken up where 1,278 are completed and 118 works are still in progress. A total of 312 -Self Help Group (SHG), 33- Village Organisations (VO) and 3- Cluster Level Federations (CLF) have been successfully formed under Mizoram State Livelihood Mission (MzSLRM).
11. Consistent efforts are made through AH&Vety. Department to prevent and control outbreak of animal diseases and to increase production. From January-December 2024, 6,523 numbers of different livestock have been vaccinated with Foot & Mouth Diseases (FMD), Peste des Petits Ruminants (PPR), Classical Swine Fever (CSF) and Anti Rabies Vaccine (ARV) and 20,356 cases of Animal treatment have been administered during the period. The Department also actively conducted Animal Health Camp, Awareness Campaign and various Training Programmes. During January -December, 2024 a total of Rs. 3,33, 010 ( Three lakh Thirty three thousand and ten ) was collected from Animal Registration Fee and from selling of different farm products.
12. Daily report of Registration of Births and Deaths have been continued by the District Research Office. Till today, 505 nos. of Delayed Births & Deaths Certificates have been issued and 1,773 nos. of Births & Deaths Certificates have been Re-issued. Survey of Farm Harvest and Index of Industrial Production (IIP) have been completed and Collection & Daily Report of Meteorological Data have been continued.
13. Various measures are taken to further exploit and capitalize on Horticulture potentials of the district. Ngengpuikai and Bualpui 'Ng' were provided with 20 Nos. of Geo-lined Water tank and under Area Expansion Scheme, there is an additional cultivation of - 50 (units)Turmeric, 10 (units) M. Orange and 10 (Ha)of Papaya . Under Handholding Policy 182 Multipurpose Farming Societies have been reported in which 53 were approved by MAMB.
14. To promote growth and ensure improvement in Agriculture sector, Krishi Vigyan Kendra (KVK) has conducted 15 numbers of Farm trials for sustainability and identification of constraints in Agriculture and its allied field. The Institution has diligently conducted Frontline Demonstrations, various Training, Extension Literature and Cluster Frontline Demonstration. Under Kisan Mobile Agro Advisory Services, a total of 840 Voice calls/messages had been sent, covering 2,650 numbers of beneficiaries in Lawngtlai district under different enterprises. Under National Food Security Mission (NFSM) Oilseeds - Groundnut (variety Girnar-4) has been cultivated in different villages for seed production. In imparting high-end learning to Farmers, the Agriculture Technology Management Agency (ATMA) has carried out various Training, Exposure visit, Farm Demonstration, Formation of FIGs, CIGs, Capacity Building and information dissemination through printing and IT Networks.
15. Improvement of road infrastructure is fundamental to economic growth and PWD, Lawngtlai Division has performed its utmost for Road connectivity in the district. During 2024-2025, Formation cutting of 18.3 Km, Black Top (Flexible Pavement) - 27.33 Km, Concrete Pavement - 46.87 Km, 9.0 nos. of Culverts ( CD Works) and Protection Wall of 630 Rm have been completed by the Division.
16. To promote Sericulture, development of Rural Lai Autonomous District Council through Ericulture and Development of Rural Chakma Autonomous District Council through Mulberry has been undertaken by District Sericulture Office. Under the development of Rural Lai Autonomous District Council through Ericulture, 317 kg of Cocoons has been produced till date. The District Commerce & Indistries Office has received 638 applications under Hand holding Scheme and interview was completed and submitted its findings to the Directorate Office for further action.
17. Under Samagra Shiksha, Lawngtlai District, Mid- Day Meal (PM Poshan) was given in 417 Schools and Free Uniform and Textbook were also provided to all Government Elementary School. Based on enrollment, Composite Annual Grant was given to every School and Vocational Education such as Tailoring, Information Technology, Automobile and Agriculture was carried out in Secondary and Higher Secondary Schools. Currently, Free of cost Residential and Gilrs Hostel are run for Children residing outside Lawngtlai town under Samagra Shiksha.
18. Taxation Department, Lawngtlai Zone has been functioning efficiently since its establishment on 7th June 2006. As being task to collect revenue for the Government of Mizoram, during the period of April - December, 2024, it has collected Rs. 10,039,447 ( Ten Lakh Thirty nine thousand Four Hundred and Forty seven ) under GST and Rs. 13,754,819 ( Thirteen lakh Seven Hundred Fifty four thousand Eight Hundred and nineteen) under VAT. Under the initiatives of District Treasury Office, All the 41 DDO' s are able to submit their bills & cheques through IFMIS Portal till date.
19. With a view to ensure food security to all, District Civil Supplies Office has been taking various measures towards systematic monitoring of movements and distribution of foodstuff at all levels. Rice is uniformly distributed by fair price shops Retailers to Ration Card Holders and to Schools, Welfare Institutions and Anganwadi Centres. Under National Food Security Act, rice is distributed free of cost to AAY and PHH beneficiaries from 2023 till date. Under NABARD Warehousing Scheme (NSW 2014-2015), four Godowns and Four Staff Quarters are under Construction at Bungtlang 'S' , Vaseikai, Lungpher and Vawmbuk.
20. To provide affordable healthcare and improve the Health Standards of the district, various National Health Programmes are effectively implemented with positive outcome by Health and Family Welfare Department. Under Reproductive and Child Health Programme (RCH) there are 1123 Institutional deliveries, 1628 Live Birth and 1276 Fully Immunized Children during April 2024 to December 2024. Under National Tuberculosis Elimination Programme, a total of 116 TB cases were notified and the number of TB Cured & Treatment stood at 108 during last year. From April to December 2024, a total of 49,535 AB PMJAY Cards were generated amounting to Rs. 1,24,47,490 (One crore Twenty Four lakh Forty-seven thousand four hundred and ninety) .From October 2023- September 2024, there are 520 Household registration and 126 individual beneficiaries under Mizoram State Health Care.
21. To protect and secure the safety of Children, District Child Protection Unit (DCPU) has actively carried out Sponsorship, Foster Care and Counseling Programmes. A total of 70 cases have been registered to Child Welfare Committee (CWC) and 8 cases were registered to Juvenile Justice Board (JJB) during April - December, 2024. At present, there are four Child Care Institutions in Lawngtlai District and at every quarter, inspection of these institutions is conducted by District Level Inspection Committee.
22. The The District Programme Office,DPO ( WCD) has carried out electrification of 87 - Anganwadi Centers and the process is still going on. Three Local Girl Champions, selected on the basis of Academic Excellence were felicitated with Mementos and Cash prize on National Girl Child Day 2024. Under PMMVY 2.0, applications for first born child and second born girl child have been received and significant number of applicants have claimed Maternity benefits.
23. Information & Public Relations Department continues to perform its role effectively in disseminating information through print and electronic media. The Department diligently supervises and assesses public attitudes, maintaining mutual relations and understanding between public and various departments and contributed in setting up a two-way flow of information and understanding. It has good and cordial relations with the Mizoram Journalist Association (MJA), Lawngtlai and effectively work together in disseminating true and factual information to the public. Between January 2024 - January 2025, the Office of the District Information & Public Relations Office has issued 232 Press Releases for various departments and provides information on the schemes of the Government to the doorstep of the people.
On this solemn occasion, I would like to express my sincere gratitude to the people of Lawngtlai, all the NGOs and Religious Institutions for your endless contributions and cooperation towards the development and prosperity of Lawngtlai District.
As we celebrate our country’s 76th Republic Day today and revel in its glorious achievements, let us take a dignified pledge to commit ourselves to work for the unity, peace,harmony and continue to strive towards achieving a greater heights for the Nation and for the people of Lawngtlai District.
