69/2026-2027
Dated Aizawl, 11th May, 2026: The State Level DISHA Committee (DEVELOPMENT COORDINATION & MONITORING COMMITTEE) Meeting was held today at the Planning & Programme Implementation Conference Hall under the chairmanship of the Chief Minister, Shri Lalduhoma.
Among the key points highlighted by the Chief Minister were the following:
1. After the Government of India introduced the new financial management system, SNA-SPARSH, for the implementation and utilisation of Central Scheme funds, Mizoram has faced difficulties as some departments were unable to bring their accounts to zero balance by the end of the financial year. He stated that such situations should not recur and urged all concerned to remain vigilant.
2. He noted that departments implementing Central Schemes have been working in close coordination and that convergence among departments, wherever feasible, has strengthened implementation and improved outcomes. He encouraged departments to further intensify such collaborative efforts.
3. He appreciated the Irrigation & Water Resources Department for successfully securing the release of long-pending Central funds which had remained unreleased for many years.
4. He stressed that proper follow-up of proposals submitted under Central Schemes is essential and should not be left unattended. He said there are instances where intervention through the Chief Minister’s DO Letter becomes necessary and urged departments to inform him promptly whenever required so that follow-up action can be taken without delay. He also remarked that MP Shri Richard Vanlalhmangaiha has been highly supportive and approachable in such matters.
5. He expressed appreciation to all departments and reminded them that all developmental efforts are ultimately for the welfare of the State and its people, urging officials to continue giving their best.
During the meeting, it was informed that under the initiative of the Chief Minister, the proposed Mat Multipurpose Dam Project has now been prepared at an estimated cost of Rs. 274 crores. As per the proposal, the dam will have a height of 29 metres and will be capable of irrigating 700 hectares of agricultural land. The project is also designed to include power generation and eco-tourism components. The Brahmaputra Board will pursue funding support for the project.
Various departments implementing Central Schemes also presented reports on their achievements and activities for FY 2025–26. According to the report, under MGNREGA, a total of 62,193 households completed 100 days of employment. As the Government of India is set to rename the scheme as VB GRAMG, a corresponding Mizoram Scheme for its implementation has already been prepared and submitted for consideration by the Cabinet.
Regarding PMAY-G 2.0, the survey in Mizoram has been completed, and 54,601 households have been identified as eligible beneficiaries. It was observed that the current pattern of Central fund release under PMAY-G does not adequately align with Mizoram’s local conditions, and it was suggested that revisions to the guidelines be sought.
Under the SAGY (Model Village) initiative, all activities have been completed, and a closure report has already been submitted to the Central Government. It was also informed that no new SAGY scheme is expected to be introduced.
Under the Animal Husbandry & Veterinary Department, Animal Insurance under the National Livestock Mission is currently being implemented. Around 700 persons have availed the insurance coverage so far, which constitutes only around 10% of the expected target. The meeting suggested that awareness activities should be intensified.
According to the National Health Mission report, a total of 20,137 pregnant women were registered during the previous government year, of which 17,201 institutional deliveries were recorded. A total of 285 infant deaths were reported, while the Infant Mortality Rate (IMR) stands at 15. Since the target is to keep the IMR below 16, the target has been achieved.
The Planning & Programme Implementation Department report stated that Mizoram currently has 82 major development projects under the Ministry of Tribal Affairs. These include 19 projects under NESIDS (OTRI), 11 projects under NESIDS (Road), and 48 projects under NEC, besides several other proposals currently under submission.
The meeting also carried out a detailed review and discussion of the annual progress and performance of all departments implementing Central Schemes.
