I welcome all the Hon’ble members to this Fourth Session of the Ninth Legislative Assembly of Mizoram. I am indeed privileged to address the Budget session and take this opportunity to convey my best wishes to all of you.
The Annual Budget Session of the Legislative Assembly is of great importance since the Annual Budget is not merely an accounting exercise of receipts and expenditures but reflects the vision of the Government for the welfare of its citizens. I therefore, hope the deliberations in this session will culminate into actions for the progress and prosperity of the people of Mizoram.
This House has an outstanding legacy of maintaining the highest standards of parliamentary decorum, debate and discussion. I am certain that the Hon’ble Members will carry forward this tradition, which we are all proud of.
I will now highlight the policies and programs being implemented by the various departments of the State Government.
Handholding Scheme
The Government’s flagship programme “Mizoram Bana Kaih (Handholding) Scheme” was launched on 19th September, 2024 with the objective to provide financial assistance and support to entrepreneurs and farmers across the state through a series of targeted programmes designed to promote inclusive economic growth and self-sufficiency. The primary objective of the scheme is to contribute to the realisation of Viksit Bharat @ 2047 (Developed India @ 2047) and the achievement of the United Nations Sustainable Development Goals (SDGs).
The Handholding Scheme comprises five key components, as outlined in the government guidelines. One of the key components of the scheme is Handholding to Progress Partners, under which eligible partners will be provided loans from the partner banks and financial institutions. The government will serve as a guarantor for these project loans under existing national credit guarantee schemes. A Memorandum of Agreement (MoA) was recently signed between the Mizoram government and three partner banks -- State Bank of India (SBI), Mizoram Rural Bank (MRB), and Mizoram Cooperative Apex Bank Ltd. (MCAB).
The scheme also includes the Chief Minister's Special Category Scheme, which provides grant-in-aid of up to Rs. 1 lakh. This grant is intended for individuals who are not in a position to avail loan while having a livelihood project that can be significantly boosted by a small grant.
As part of this initiative, the government has introduced a Minimum Support Price (MSP) for four key crops: Ginger, Broom, Turmeric, and Mizo Bird-eye Chilli. If the farmer does not find a matching or more rate than the government declared rate, then they shall be given support price up to government rate.
Home (Police)
It is important to secure peace for ensuring prosperity of the citizens. The general law and order situation in the state during the year 2024 remain peaceful. No major law and order problem occurred in the state due to the pro-active role and constant monitoring by Mizoram Police. Mizoram Police has also been performing arduous duties for preventing disturbances in the inter-state boundary areas by deploying personnel in these areas. In order to ensure that international border areas are secured from anti-national elements, Mizoram Police, in collaboration with Border Guarding Forces like Assam Rifles and BSF, is also conducting patrolling in these areas.
The Department has augmented police infrastructure, equipment and police housing at all levels.
‘Online Portal’ (fs.online.mizoram.gov.in) was launched on 09.01.2025 for the smooth functioning of issues of Fire No Objection Certificate (NOC) for the public.
Study Team to have a detailed analysis of manpower issues under Prisons Department was constituted under the Chairmanship of Secretary, Home Department on 30.9.2024. The Study Team will make recommendations for strengthening of Prisons Administration for onward submission to the Government.
Reconstruction of Central Jail and other 7 District Jails under SASCI will commence soon.
Rifle Allowances of Mizoram Home Guard volunteers will be increased to Rs. 100/-.
Mizoram Forensic Science Laboratory (FSL) has been a pioneer in incorporating digital signatures into all expert reports, making it the first FSL in the country to adopt a paperless approach in case disposal.
In an effort to serve the society better, Mizoram FSL achieved zero pendency in compliance with the ND&PS Act and BNSS 187. A strict 30-day time limit for case disposal has been implemented, regardless of the nature of the case.
The official website of Mizoram FSL, forensic.mizoram.gov.in, stands out as the only one of its kind in the country. It maintains up-to-date online case examination details that can be accessed around the clock by investigating officers using unique passwords assigned to them.
Agriculture & Farmer’s Welfare
Agriculture remains a chief focus of my Government with a mission to enhance sustainable Agricultural Crop productivity. The Fostering Climate Resilient Upland Farming System (FOCUS) Project with the aim to increase agricultural income of 55,000 households through climate resilience agriculture system is being implemented in Champhai, Mamit, Serchhip, Kolasib, Khawzawl and Saitual districts.
Out of the targeted area of 2500 hectare during 2024-2025 under National Mission on Edible Oils-Oil Palm (NMEO-Oil Palm), a total area of 1734 hectare has been covered so far in Kolasib, Mamit, Lunglei, Lawngtlai and Serchhip Districts. During this fiscal year, Oil Palm growers in Mizoram have sold 5509 MT of Oil palm and 703 MT of Crude palm oil to the partner companies. Quality seed Sprouts are expected to be produced from 2025-2026 from the Oil Palm Seed Garden at West Serzawl, Mamit District.
Under Mission Organic Value Chain Development for North Eastern Region (MOVCD-NER) Phase-IV, My Government has signed Memorandum of Understanding with four (4) Service Providers on 21st August, 2024.
Planning & Programme Implementation
The State Institution for Transformation (SIT) was established in September, 2024 to strengthen strategic development planning and monitoring of development works. It will be functioning as the Think Tank of the State Government to bridge the gap of deficiency in study/research and evolve as a multi-disciplinary resource centre to provide strategic and technical advice for informed decision-making process.
Mizoram Plan Analytics (MPLAN) Dashboard which is an MIS software for monitoring of schemes and projects was launched on 28th October, 2024.
The ‘Mizoram Bana Kaih Venture Capital Fund’ which has the objective to address the current limitations in financial support for local startups and entrepreneurs by providing comprehensive financial assistance to help them expand their business ventures will be started shortly.
Urban Development & Poverty Alleviation
The Swachh Bharat Mission (Urban) 2.0 with a vision of making all urban areas ‘Garbage Free’ has achieved significant levels of success in Mizoram, with massive engagement of citizens across all strata of society. 16,917 individual toilets and 1037 Community Toilet/Public Toilet have so far been constructed.
Construction of Solid Waste Management Centre have started in Saitual, Siaha, Lawngtlai and Lunglei districts, while tender has been floated for 5 urban towns.
All 28 urban towns in the State are declared Open Defecation Free. Meanwhile, Bairabi, Aizawl, Kolasib, Saitual, Lunglei, Lawngtlai, Siaha & Thenzawl (8 towns) are declared as ODF+ till date.
Under Social Mobilization & Institutional Development (SM&ID), 31 Self Help Groups were formed in 2024-25, and to strengthen them financially, a Revolving Fund of ₹10,000 per SHG has been disbursed to four SHGs older than three months during this fiscal year.
Under Self-Employment Programme (SEP), 29 individual & group enterprises have been assisted in setting up businesses and 5 SHGs have received loans through Bank Linkage, with the number expected to increase before the end of the fiscal year.
DAY-NULM ensures safe accommodation for urban homeless individuals, including patients and their attendants. Vertical Extension of Zemabawk Shelter Unit ,Zemabawk Shelter (Aizawl) has been completed, Construction of Senior Citizen Shelter at Champhai has also been completed. Construction of Women Shelter (Lunglei) and new Patient Attendants’ Shelters in Aizawl, Hnahthial, and Lawngtlai are nearing completion.
Several developmental projects/works are currently being implemented /taken up under various Central & State schemes.
Information & Public Relations
The Mizoram Journalists’ Pension Scheme, 2023 was recently implemented and there are 8 beneficiaries as of today. This scheme allows Indian citizens residing in Mizoram, who have worked as journalists for at least 30 years and reached the age of 60, to apply for a journalist pension. Under this scheme, pensioners will receive Rs 8,500 per month.
School Education
To address the persistent issue of teacher shortages, the department recruited 648 Primary School teachers, 371 Middle School teachers, and 350 High School teachers as casual teachers. These appointments were made to bridge the gap in teaching staff across schools in the state.
Recognizing the shortage of non-teaching staff in schools, the department has initiated the recruitment of 36 Group D staff, a process that is currently underway.
As part of efforts to provide inclusive education, the department created 193 posts for special educators across all stages of education. These positions are intended to support students with special needs and promote equity in the education system.
The government remains committed to providing quality education at all levels under improved learning conditions. To that end, the government proposed various projects for improvement of the Department.
Jaadui Pitara - containing 51 learning-teaching materials for the Foundational Stage developed by NCERT was reviewed and contextualized to better align with Mizo culture and the experiences of Mizo children. In the process of contextualization, the name of the box was changed to ThiamnaThul which was officially released in December 2024.
'Mizo Standard Braille Contraction & Standardized Indian Sign Language Video' was released and the videos were uploaded on the official Youtube channel of SCERT.
Transport
The number of vehicles registered and number of licenses issued to citizens who have gone through the test conducted by the Department upto December 2024 is 12,216 and 21,638 respectively.
Construction of Inspection & Certification Centre at Hlimen, Aizawl is expected to be completed within this financial year. Once it is completed, it will be used for conducting fitness of various categories of motor vehicles. This exercise will ensure vehicle fitness which will improve road safety and reduce environmental pollution.
The Detailed Project Report for Inland Water Transport (River Khawthlangtuipui upto the confluence of River Tuichawng covering 23 kms) was approved by the Ministry of Ports, Shipping and Waterways, Govt. of India and the tendering process for selection of contractor has been taken up by the implementing Agency, IWAI.
The Mizoram Electric Vehicle Policy , 2024 was notified on 10th September, 2024 to promote registration of electric vehicles in the state of Mizoram on a faster pace as well as to reduce pollution levels.
Tourism
PM Ekta Mall will be constructed at Chawnpui in Aizawl and is designed to support promotion of local products, encourage economic self-reliance (Atmanirbhar Bharat) and strengthening national unity while celebrating India’s cultural diversity.
The first Mizoram Best Tourism Village Competition to explore opportunities and recognize outstanding examples of rural tourism that are sustainable, inclusive and impactful was organized on 29th July, 2024. Biate village in Khawzawl District was awarded the Best Tourism Village in Mizoram 2024.
The first Mizoram ‘Hnahsin Kut’ was successfully organized in Champhai during 3-18 October 2024 by partnering with Champhai Nature Conservancy Society. Fund amounting to Rs. 10.00 lakh was obtained from the NEC for organizing the festival.
Tourist arrival to the State during 2023-24 was 2,19,114 (Domestic- 2,15,230, Foreign- 3,884).
Sports & Youth Services
"Empowering Mizoram Sports" (EMS) program under the Mizoram Bana Kaih Scheme 2024 was launched on 14th January, 2025, which envisioned revitalizing Sports Coaching by means of Public-Private Partnership Approach Mode for which 2.5 Cr budget is allotted. The objective is to train, identify and develop Olympic level athletes from Mizoram with special focus on the age group of 8 to 15 years. This is to align with India’s vision to host Olympic 2036.
The Mizoram Sports Conclave 2024 was held from 13th-14th June, 2024 which is an initiative under ‘Vision 2036’ aiming to catapult into action Mizoram’s ambition for athletes to participate and represent India in the 2036 Olympic.
The Mizoram Sports Incentive Cash Award 2023-2024 was distributed on 09.10.2024 to 418 athletes and officials across 15 sports disciplines with the total cash prize of Rs. 110.64 lakhs distributed. The Scheme is being amended and is expected to encompass a wider field of sports disciplines such as non-Olympic sports and to increase cash prize for Team Coaches.
The government has successfully completed 12 construction projects during this fiscal year such as construction of futsal ground, volleyball courts, basketball courts, community service centre, etc across several districts and there are 56 ongoing projects expected to be completed in the coming financial year.
Social Welfare & Tribal Affairs
Under Atal Vayo Abhyuday Yojana (AVYAY), agreement has been signed with Department of Health and Family Welfare and funds has been sanctioned to them for implementation of the Mobile Medical Care Unit (4 units) and Physiotherapy Clinic (4 units).
RIPANS was selected as the training partner for the implementation of the Creation of Pool of Trained Geriatric Caregivers, a component of the State Action Plan. 1st and 2nd batch of geriatric caregiver training has been completed and a total of 66 trainees completed the training.
Eklavya Model Residential School (EMRS), Mizoram has successfully opened five new schools in May 2024 catering to Class 6 and 7 students. These schools are located in Zawlnuam, Niawhtlang, Tlungvel, Bilkhawthlir, and Tlangnuam. There are now 11 functional EMRSs across the state.
Invitation for the submission of Expressions of Interest (EOI) for Management Contract of rehabilitation programme for substance users at Jordan Centre, Sethawn has already been issued.
RUANGPHURH came into force on September, 2024 and was allocated Rs. 500 lakhs in the 2024-25 annual budget. Rate was initially Rs. 35 for every kilometre and was revised to Rs. 40 which became applicable from 23.12.2024.
As of 25.01.2025, 238 applicants have received financial assistance under the initiative where it is disbursed to their respective accounts amounting to a total of Rs.23,33,314/-.
Women & Child Development
One Stop Centre (OSC) –OSC functions in 8 Districts of the State, 5 more are proposed for the three new Districts and an additional one in Aizawl South and Vairengte Town. It is a short stay-home for women affected by violence and distress.
The government is currently running 12 Shakti Sadan, an Integrated Relief and Rehabilitation Home for women in difficult circumstances and Prevention of Trafficking.
Sericulture
During 2024 – 2025, the government covered an additional 1500 acres with Eri Silk food plants and harvested a total of 85.79 Metric Tonne of Raw Silk. At present 5331 families are engaged in Sericulture Industry and the number is growing steadily.
Rural Development
A total of 2,18,964 households has been issued Job Cards in the State and all the active Job Card Holders in villages have been provided 90 days of unskilled wage employment during current financial year 2024-25, 100 days employment will be provided to the rural families by end of this current year.
The government is committed to saturate the target under Pradhan Mantri Awaas Yojana (Grameen) 29,966 houses are being constructed and 24,545 have been completed. Central Government launched PMAY-G 2.0 on 17th September, 2024 which will be implemented from 2024-25 to 2028-29. Surveyor has been appointed in each village and training has been given to the workers. The beneficiaries will be selected before March, 2025.
Public Works
My Government has made significant achievement in building infrastructure of roads, bridges and buildings. Mizoram PWD executes infrastructure Projects/Works under various Ministries and Schemes.
Under Ministry of DoNER, there are 29 ongoing projects (6 road projects and 23 building projects) and Physical achievement is 21.98%. For road construction, physical achievement is 16.89 kms (18.62%) and for building construction, physical achievement is 25.34%. Four (4) projects were completed during current FY 2024-2025.
Under Ministry of Road Transport & Highways, there are 18 ongoing projects (16 road projects and 2 bridge projects) and Physical achievement is 20.39%. For road construction, physical achievement is 184.33 kms (33.93%) and for bridge construction, physical achievement is 6.85%. Three (3) projects were completed during current FY 2024-2025.
Under Ministry of Finance, there are 133 ongoing projects (80 road projects, 51 building projects and 2 bridge projects) and Physical achievement is 61.88%. For road construction, physical achievement is 369.40 kms (80.59%) and for building construction, physical achievement is 45.44%. For bridge construction, physical achievement is 59.62%. A total of 66 (45 road projects and 21 building projects) were completed during current FY 2024-2025.
Under NABARD, there are 46 ongoing projects (23 road projects, 13 building projects and 10 bridge projects) and Physical achievement is 30.94%. For road construction, physical achievement is 38.94 kms (14.42%) and for building construction, physical achievement is 42.00%. For bridge construction, physical achievement is 36.41%. Two (2) projects were completed during current FY 2024-2025.
42 ongoing road projects are currently under PMGSY and physical achievement is 146.80 kms (19.91%). Twenty Five (25) projects were completed during current FY 2024-2025.
Under Ministry of Tribal Affairs, there are 2 ongoing building projects and physical achievement is 45.00%.
Under Ministry of Health & Family Welfare, there are 2 ongoing building projects and physical achievement is 32.50%.
Under the State Government, there are 186 ongoing works (133 road projects, 28 retaining wall works, 10 culvert works, 9 lined side drain works and 6 bridge projects) and Physical achievement is 91.35%. A total of 130 projects (86 road projects, 25 retaining wall, 10 culverts and 9 lined side drain) were completed.
Public Health Engineering
Till date, 1,33,060 rural households across the State have been provided with Functional House Tap Connection (FHTC) under Jal Jeevan Mission (JJM). 2371 rural schools and 1556 rural Anganwadis have been provided with tap connections so far.
Under Swachh Bharat Mission (Gramin) 2858 Individual Household Latrine (IHHL) – BPL/APL, 38 Community Sanitary Complex (CSC), 3,110 units of Solid Waste Management (SWM), 2 units of Plastic Waste Management Centres and 2704 units of Liquid Waste Management (LWM) have been constructed till date.
Power & Electricity
Construction of 10MW Thenzawl Solar Plant with 10 MWp Grid Connected Solar Park, Vankal is set to be on March 2025. And 5 MW Sumsuih Solar Plant with 5 MWp Grid Connected Solar Plant, Sumsuih is projected to be completed within 3 years.
Construction of 2x10MVA, 33/ 1 lkV Sub-Station at Chite Aizawl which will relieve shortage of power faced by Aizawl city is also set to be completed by March 2025.
Construction of 132kV line Bairabi to W.Phaileng via Mamit: 132kV tower line 74Km has been completed. However, due to forest issue it is not energized till date, allocation for Net Present Value (NPV) raised by EF&CC Department was moved to Government and is expected to be commissioned shortly as and when fund is received.
Construction of 2X6.3MVA, 132/33kV Sub-Station at Mamit with Associated 33kV Tower line up to Zawlnuam via Zamuang has been completed, and the 33kV line from Mamit to Zawlnuam via Zamuang was commissioned successfully.
Under Revamped Distribution Sector Scheme (RDSS), Loss Reduction work in Aizawl City consisting of Replacement of bare L.T. and 1 lkV Conductors by ABC and Construction of new L.T. and 1 lkV lines with ABC is in progress. Prepaid Smart Metering Project for consumers in the State has been taken up and the work is awarded to Turnkey Contractor.
Labour, Employment, Skill Development & Entrepreneurship
Skill development programmes to promote gainful employment to the youth have been given high priority by my government and the results so far have been very encouraging. There has been increase in aspirants for Industrial Training Institutes (ITI) enrolment. Recently, Govt. ITI partners with TATA Motor India Limited (TMIL), HYUNDAI Motor India Limited (HMIL) and Toyota Motors for upgradation of ITI including Training in new technology and placement activities. Moreover, new trades like solar technicians, Driver –cum-Mechanics are newly introduced in ITI to meet the industry demand; there has been initiatives to start more trades like Drone Technology, Artificial Intelligence (AI) courses.
Mizoram Building & Other Construction Workers Welfare Board (MBOCWWB) has revised various Benefits/Welfare Schemes have been given to its beneficiaries :
Maternity benefit amounting to Rs 5,000/- has been increased to Rs 10,000/-
Disability benefit amounting to Rs 50,000/- has been increased to Rs 1,00,000/-
Marriage benefit amounting to Rs 5,000/- has been increased to Rs 10,000/-
New schemes amounting to Rs 20,000/- to children of beneficiaries who secure Distinction in their State Board exams i.e. MBSE, CBSE etc. has been introduced
A pilot scheme viz. ‘Zirna Run Chawikan (Elevating Schools), 2025’ for creating “Model Schools” by uplifting the standard in various aspects of at least four (4) existing Government schools in Aizawl has been approved by MBOCWWB.
Mizoram Youth Commission has taken up hard and soft skills development programmes for unemployed and self-employed youth by tying up with reputed agencies and institutions. Besides running its own Coaching Class for competitive examinations, MYC recently signed MoU with Bharat Hotels Ltd., Satyavedu Reserve Infracity Pvt. Ltd., (Sri City) and Honda India Foundation wherein young people from Mizoram are given quality trainings. As a result of concerted efforts, 50 youths are recently provided permanent employments in and outside Mizoram.
Horticulture
Ginger, Turmeric and Mizo Chilli being the Notified crops under the Department, emphasis is given for cultivation of these crops with an expected yield of Ginger 14.87 lakh qtls, Turmeric 78874.80 qtls and Mizo Chilli is 44737.64 qtls.
To combat the menace of Ginger Pest and diseases in different parts of the States, the Department embarked on an operation called Operation Ginger 2024. Assessment of all activities conducted reveals that the success rate of the operation stands at a significant rate of 70.45 %. A total No. of 423 No of villages were covered and 6366 Nos of Farmers were trained during Operation Ginger.
Land Resources, Soil & Water Conservation
Construction of 6 Broom Warehouse-cum-Collection Centres including Site Offices and Drying yards at Saipum, Vairengte, Marpara South, Tipperaghat, Pukzing and Marpara were completed, these Warehouses will be utilized for storage of dry broom grasses by the Government empanelled buyers.
Soil & water conservation works for enhancement of productivity covering 20 micro-watersheds is currently undertaken in Aizawl, Mamit, Serchhip, Saitual, Hnahthial, Champhai, Kolasib and Lunglei districts.
Information & Communication Technology
Information technology acts as a catalyst to bring about transparent, responsive, effective, efficient and accountable governance. 15 Village Knowledge Centres wherein the citizens will have instant access to latest information/knowledge available in the field of agriculture, starting from crop production to marketing through the centre are being constructed. Inner Line Permit Phase-II, which is fully online has been launched and effectuated from 1st November, 2024.
ICT Department has developed a software for online ILP payment which is the sole payment system in use today. ICT Department is also developing a single window portal wherein all online services available under Government of Mizoram will be accessible, and the IT Infrastructure of the Mizoram State Data Center will also be upgraded to Cloud Environment.
Irrigation & Water Resources
Though the area under irrigation in our State has been increasing due to the implementation of many new irrigation projects, still a large number of cultivated area continued to be rainfed. The erratic behaviour of monsoon had brought into sharp focus the importance of providing and enhancing irrigation facilities to maximize agricultural produce. We have 17 ongoing Minor Irrigation projects and 35 new Minor Irrigation Projects are expected to be implemented shortly.
4 Groundwater Irrigation Projects covering 16 hectare of command area benefitting 119 farmers are scheduled to be started shortly. 36 Command Area Development and Watershed Management (CADWM) projects were completed last year and 33 more CADWM projects are expected to be completed before the end of current financial year. Tuiphai, Tuipui and Chitelui Anti-erosion Schemes will also be implemented shortly.
Higher & Technical Education
As entailed by the recommendations of the National Education Policy (NEP) 2020, the Department of Higher & Technical Education is making relentless efforts to establish the State Government-owned University in Mizoram. Therefore, ‘The Mizoram State University Bill, 2025’ is placed in the current Mizoram Legislative Assembly Session for enactment of an ‘Act’ to establish Mizoram State University.
In alignment with the State Government's objective to enhance quality in Higher Education Institutions while promoting inclusive education across Mizoram, funding approval from the PM-USHA (Pradhan Mantri Uchchatar Shiksha Abhiyan) has been obtained under the components of ‘Grants to Strengthen Colleges’ for 4(four) Govt. Colleges in Mizoram and ‘Gender Inclusion & Equity Initiative’ for Aizawl, Lunglei and Mamit District.
Excise & Narcotics
As the Hon’ble Members are aware, the menace of drug trafficking and abuse have assumed alarming proportions today and is of much concern to my government. To control this menace, the Excise & Narcotics Department has made all-out efforts. As a result, during the current financial year, 600 drug traffickers were arrested and prosecuted and 441 cases had been registered under the NDPS Act 1985, and a total of 429.116 kg of various narcotic drugs were seized.
Additionally, 4364 individuals were arrested for violations of the Mizoram Liquor (Prohibition) Act, 2019, and 4862 cases were registered and 37 foreigners were arrested in connection with narcotics cases.
To strengthen our efforts, Excise & Narcotics stations were opened in 3 (three) districts viz., Khawzawl, Hnahthial and Saitual in December, last year.
Printing & Stationery
The revenue collected from printing works for the current year is Rs. 1,32,03,050 (upto January, 2025) and the revenue collected from sale of stationery items so far is Rs. 8,392,834.
Land Revenue & Settlement
Revenue Collection including ‘Zoramchhiah’ is already made available online for Aizawl Municipal Area and Lunglei Municipal Area. Online payment of Land Revenue will be rolled out in all other Districts in the next Financial Year.
To streamline the Revenue Administration and to minimize the problems faced by the public, the existing office of Settlement Officer, Aizawl District has been bifurcated into two offices viz. Office of Settlement Officer, Aizawl South and Office of Settlement Officer, Aizawl North.
The project under North Eastern Council for “Development of Comprehensive and Integrated GIS based system for Maintenance and Management of Land Records in Mizoram” is being implemented by Land Revenue & Settlement Department. Under this project, a Land Records Management System Software, an integrated GIS Software, known as "e-ram" has been developed. It was successfully launched on 5th November, 2024.
Commerce & Industries
4 (four) flatted factory are being constructed at IGC, Luangmual (30 units), IIDC, Zote (24 units), Champhai, IIDC (24 units), Pukpui, Lunglei (24 units) and Industrial Estate at Kolasib (35 units). And all Industrial estates will be mapped digitally with MIRSAC.
27 nos. of Blast Design with Safety Guidelines for Explosive Licence & Safe Blasting in Stone Quarries are prepared.
Cooperation
Primary Agriculture Credit Society (PACS) have great contribution towards the rural people by disbursing Short Term Agriculture Loans for the members which immensely help the rural villagers. Computerisation of PACS and RCS Office is being taken up under the Ministry of Cooperation.
Art & Culture
District Museum, Lunglei was inaugurated on 19th July, 2024.
Archaeological Exploration and Excavation at Old Dungtlang site conducted to reveal the ancient culture of the region. Ancient burial and settlement area were successfully excavated. Organic and inorganic samples collected from this archaeological trenches were sent to various laboratories for systematic studies to reveal the historical fact of explored and excavated areas.
Disaster Management & Rehabilitation
To ensure uniformity, easy identification, operational efficiency and safety of SDRF personnel, 800 uniforms have been procured for the SDRF. The uniforms are designed to be highly visible, durable and comfortable meeting the specific needs of SDRF during emergency and disaster response operations.
A safe house, intended to provide shelter for communities affected by flood disasters, was inaugurated at Sairang on November 28, 2024.
Election
Elections to a number of local bodies such as General Election to Village Councils under Lai Autonomous District Council, General Election to Sinlung Hills Council, By-Election to 3 (three) Local Councils under Aizawl Municipal Corporation, By-Election to Aizawl Municipal Corporation in respect of 2 (two) Wards, By-Election to one MDC under LADC and MADC, By-Election to 3 (three) Village Councils under MADC and By-Election to 14 Village Councils (Non-Sixth Schedule Area), 2024 were successfully conducted by Mizoram State Election Commission without any untoward incidents.
Law & Judicial
The State Legal Services Authority has provided Free Legal Aid to 15766 persons who are not in a position to engage lawyer at their own cost.
Lok Adalat has registered as many as 8390 cases and settled 1703 cases, the settlement amount was Rs. 37,53,01,203/- for which appreciation letter for exceptional achievement is received from National Legal Services Authority.
General Administration
To enhance organizational efficiency and improve document management system, three (3) Record Rooms were furnished as per Record retention schedule which was inaugurated on 6th September, 2024.
Biometric attendance System has been installed and is being successfully implemented to ensure punctuality and regular attendance in the Mizoram Secretariat.
Local Administration
Construction of 173 Panchayat Bhawan (Village Council House) have been completed under Rashtriya Gram Swaraj Abhiyan (RGSA) Scheme, 93 Panchayat Bhawans have also been renovated and there are 48 on-going constructions. There are 20 Common Service Centre (CSC) co-located in the Panchayat Bhawan.
270 Computer sets had been distributed to Various Village Councils with effort being given to distribute computer sets to all Village Councils as soon as possible.
Construction of District Panchayat Resource Centre (DPRC) in 3 districts v.i.z., Hnahthial, Khawzawl and Saitual is underway and will be completed soon. Project works for Rural Homestay & Agro Tourism Project at Tuipui Darzokai Village had been completed.
Fisheries
To meet the deficiency of fish seeds three (3) new fish hatchery will be established. 1 (one) at Champhai district and 2 nos. under co-operative Sector (ZOFISHFED)
To increase the fish production of the state a total of 148 hectares of new ponds will be developed covering beneficiaries with potential land throughout the 11 districts of the state. In addition to the above, Central Government has given and additional allotment of 15.4 Hectare to Champhai District, 6.5 Ha under Lai Autonomous District Council (LADC) and 4.4 Ha under Chakma Autonomous District Council (CADC).
Finance
The total tax revenue collection of the Department was Rs. 827.88 crore upto December, 2024. The department expects to meet the revenue collection target for the current financial year. Striving to achieve an even higher tax revenue collection, Tax base in MVAT has been widened by collection of Cess from sales of petrol & diesel since 3rd September, 2024. The revenue collected from Cess will be utilized solely for Social Infrastructure & Services as well as for Road maintenance.
The total Receipt/Collection of revenue from lottery business during year 2024 – 2025 up to December, 2024 is Rs. 1388.15 lakhs. The department is actively working towards the full-fledged implementation of an Online Lottery system, which is expected to enhance non-tax revenue mobilization.
My Government has always ensured welfare of pensioners. During the previous year, 1889 of various cases of Pensions (i.e. Superannuation /Voluntary/ Invalid/Compulsory Removal/Family Pension and Passover of Family Pension) were received out of which, 1744 cases have been settled.
District Council & Minority Affairs
The three Autonomous District Councils are striving to develop their respective Council areas by implementing various developmental projects and schemes which have borne fruit in many fields now. I believe empowerment of civil society bodies would contribute immensely in the monitoring of the developmental activities and progress rate across diverse sectors undertaken by the councils.
Health & Family Welfare
My government has recently upgraded 3 Health Clinics to Health Sub-Centres and 7 Primary Health Centres to the status of Community Health Centres. 1 Sub-Divisional Hospital, 3 Primary Health Centres and 41 Health Sub-Centres are being constructed in various parts of the State.
Three (3) new Facility Integrated Counselling and Testing Centres (FICTC) under Mizoram State Aids Control Society was set up.
Construction of 50 bedded AYUSH Hospital at Kulikawn, Aizawl and 10 bedded AYUSH Hospital at Keifang is currently underway.
GNM Nursing School, Lunglei and GNM Nursing School, Thingdawl were recently upgraded to Nursing Colleges.
Construction of Dialysis Unit at District Hospital, Lawngtlai has also been completed.
Zoram Medical College
First batch of ZMC (2018 MBBS batch) i.e., 95 students and 6 Foreign Medical Graduates have successfully completed one year of Compulsory Rotating Medical Internship (CMRI) at ZMC.
Master of Public Health (MPH) course was launched recently at Zoram Medical College in collaboration with Jodhpur School of Public Health and affiliated to Mizoram University. Application has also been submitted to National Medical Commission for opening of Post Graduate Course in 5 subjects.
82-bedded Curie Ladies’ Hostel (10 single rooms & 36 double rooms) and 82-bedded Crawford Gents’ Hostel (10 single rooms & 36 double rooms) were also inaugurated last year.
Personnel & Administrative Reforms
Identification and eradication of the practice of engagement of Ghost Muster Roll Employees especially in the works departments has been initiated and several discrepancies detected from available data collected from the concerned departments. DP&AR (ARW) has outlined an action plan on this matter and will continue to pursue the matter cogently.
The department is also tasked with the responsibility of giving effect to the Government’s decision on abolition of the practice of Proxy (Aikal) engagement amongst Government employees. Several instructions pertaining to abolition of proxy engagement were issued and being closely monitored.
The department also provides secretarial assistance to the Drafting Committee to prepare a one-time ‘Special Voluntary Retirement Scheme’. With the approval of the Council of Ministers in its meeting held on 20.12.2024, the ‘Mizoram Special Voluntary Retirement Scheme, 2024’ is due to be notified in the official gazette shortly.
Food, Civil Supplies & Consumer Affairs
There are 25750 ration cards and 62964 beneficiaries under Antyodaya Anna Yojana (AAY), 150555 ration cards and 633980 beneficiaries under Priority Household (PHH). The number of ration cards under Non-NFSA is 106589 and the number of beneficiaries is 441902.
The Mizoram State Special Ration Package (MSSRP) has been implemented from the month of December, 2024. Under this scheme, 8 kgs per head of rice is distributed. There are 7652 ration cards and 29785 beneficiaries under this new ration card scheme as on 31.01.2025.
The total monthly central fixed allocation under AAY is 9054.50 quintals, allocation under PHH is 32047.65 quintals. These allocations are free of cost. However, 13696.18 quintals is allocated under Tide Over procured at the rate of Rs. 830 per quintal. Besides the central allocation, the additional requirement for distribution under PDS is procured from open market through Government approved supplier on need-base.
Welfare homes and Tribal Hostels duly approved/recognized by the Government are provided subsidized foodgrains for their inmates on a monthly basis. The scheme halted for a period of time. However, as per the request made by my Government, the Central Government has resumed this scheme and presently 2212.20 qtls of subsidized foodgrains is being distributed to 203 institutions housing 14748 inmates.
Recently, the Department has issued instruction to all LPG Distributors to make sure LPG Home Delivery is implemented successfully and to make proper plan for the same. Meanwhile, if there are any online booking of LPG even outside the areas where home delivery is implemented, the Distributors are to ensure home delivery to such consumers.
Environment, Forests & Climate Change
As per Forest Survey of India Report 2021, Mizoram has the highest forest cover of 84.53% among the states. Besides its richness in biodiversity, nearly 10% of the state’s area is protected and conserved through 2 National Parks, 7 Wildlife Sanctuaries and 1 Tiger Reserve. The Environment, Forests & Climate Change Department has been implementing various Centrally Sponsored Schemes to protect, restore, and enhance diminishing forest cover and respond to climate change through adaptation and mitigation measures.
The remaining 6 families of Dampui ‘S’ village who initially refused to receive relocation fund at the time of mass relocation have finally agreed to move out. A sum of Rs 10.00 lakh each had been given to them and the villagers have started shifting and the movement is expected to be completed by mid February, 2025 as agreed by both parties.

Hon’ble members, I have highlighted the many achievements of the State Government over the last year and have summarised its aspiration for the year ahead. I will now conclude my address with the hope that the points I have raised will be deliberated upon by this august house.
