111/2026-2027

Aizawl, 26 May 2026: A Workshop for Disciplinary Authorities organised by the Vigilance Department for disciplinary authorities from various departments was held today at the ATI Auditorium. The inaugural session was attended by Chief Minister Pu Lalduhoma.

Addressing the gathering, the Chief Minister said that the Government aspires to have sincere, punctual and dedicated public servants, and accordingly, concrete measures were initiated soon after assuming office. He stated that a Service Review Committee was proposed in every department to identify non-performing officials, and where necessary, even special pension schemes may be considered. Necessary schemes for the same have already been formulated. He said these initiatives are aimed at ensuring more efficient governance and better service to the people.

The Chief Minister remarked that this is perhaps the first workshop of its kind in Mizoram for Disciplinary Authorities. He expressed hope that the workshop would strengthen authorities in taking lawful action against inefficient and negligent officials and help improve the quality of government service delivery. He urged Disciplinary Authorities to clearly understand their responsibilities, objectives and procedures, and to make productive use of the training.

He further stressed that Enquiry Officers must function strictly on the basis of facts, without bias or prejudice, and follow only fair and objective standards. He added that the Government would also exercise greater care in appointing Inquiry Officers. The Government has enhanced the honorarium for Inquiry Officers and Presenting Officers in line with Central Government rates, reflecting the value attached to their work.

Referring to the latest Vigilance Department Quarterly Report for March 2026, the Chief Minister noted that while some departments continue to have vigilance cases, departments such as Agriculture & Farmers Welfare, Animal Husbandry & Veterinary, Art & Culture, Environment & Forests, Law & Judicial, Tourism and several others recorded NIL reports. He conveyed appreciation to those departments and urged departments with pending cases to work towards achieving zero vigilance cases.

The Chief Minister also thanked the Vigilance Department for organising the workshop.

The inaugural session was chaired by Dr. YLN Reddy, IAS, Secretary, Vigilance, who delivered the welcome address. Pu Sudhir Kumar, IAS, Acting Chief Secretary & Chief Vigilance Officer, delivered the keynote address. Following the inaugural programme, the participating Disciplinary Authorities attended training sessions on their roles, responsibilities and procedures.
