526/2025-2026

Aizawl, 26 February 2026: The Hon’ble Chief Minister of Mizoram, Shri Lalduhoma, who also holds the Finance portfolio, today presented the Mizoram Budget for 2026–27 in the Assembly House. Following the presentation, he addressed the media at a press conference held at the Assembly Annexe Conference Hall to elaborate on the key features of the Budget.

Due to the increase in Mizoram’s share to 0.564% under Horizontal Devolution as recommended by the 16th Finance Commission, the State is expected to receive Rs. 8,608.08 crore as its share of Central Taxes and Duties during 2026–27. This represents an increase of Rs. 976.80 crore compared to the 15th Finance Commission award.

The Budget Estimate for 2026–27 projects the Gross State Domestic Product (GSDP) at Rs. 43,817.09 crore. Revenue Receipts are estimated at Rs. 14,994.31 crore, while Capital Receipts are estimated at Rs. 2,475.60 crore. The total Consolidated Fund (Grant Total of Receipts) is projected at Rs. 17,469.91 crore, and Gross Expenditure is estimated at Rs. 17,076.92 crore.

The total receipts are expected to exceed total expenditure by Rs. 392.99 crore, which will be utilized for reduction of Public Account liabilities.

Key Fiscal Indicators:

Revenue Surplus: Rs. 899.84 crore (2.05% of GSDP)
Gross Fiscal Deficit: Rs. 1,669.02 crore (3.81% of GSDP)
Primary Deficit: Rs. 739.37 crore (1.68% of GSDP)
Projected Liabilities: Rs. 19,085.15 crore
Debt–GSDP Ratio: 43.56%

The major reason for the increase in deficit is the Special Assistance to States for Capital Investment (SASCI). Funds received under SASCI are treated as loans. However, these are interest-free loans repayable after 50 years and are meant for capital development projects. Considering the favourable terms, the Government aims to maximize assistance under SASCI. During the current financial year, the State expects to receive Rs. 1,519 crore under SASCI.

With regard to the 15th Finance Commission’s Rural Local Bodies (RLB) Grants, only the First Instalment for 2021–22 had been received earlier. The present Government has taken proactive steps to secure the pending instalments. The total backlog of RLB Grants amounts to Rs. 25,350 lakh is received till today. Around the RLB Grant of Rs. 7,400 lakh remains to be received during the current financial year, and efforts are being made to ensure full release of the pending funds.

The Chief Minister also spoke in detail about the overall financial position of the State and responded to various queries from media representatives.

The press conference was chaired by Shri Malsawmsanga, MIS, Joint Director, Information & Public Relations. The Chief Minister was accompanied by Pu TBC Lalvenchhunga, Adviser to the Chief Minister (Finance & Planning), Pu Vanlaldina Fanai, Commissioner, Finance, and other senior officials from the Finance Department.
