Dated Aizawl, the 28th October, 2024: The Chief Minister of Mizoram, Pu Lalduhoma, today inaugurated two new digital dashboards: the Sustainable Development Goals (SDG) Dashboard and the Mizoram State Project Monitoring Dashboard (MPLAN), at a formal event held in the Conference Hall of the Planning & Programme Implementation Department.

In his address, the Chief Minister emphasized the importance of sustainable development projects as a key element in Mizoram’s growth. He noted that the state government will establish the framework for these initiatives, setting priorities that will be reflected in the SDG Dashboard.

Our goal is to create a transparent and accountable governance model, said Pu Lalduhoma. “We have established the Mizoram State Project Monitoring Committee, which includes representatives from all political parties and NGOs, ensuring inclusivity in the monitoring process. This new dashboard will provide real-time project insights, facilitating more effective daily oversight and ensuring improved outcomes in all development initiatives across Mizoram"

Dr. Renu Sharma, IAS, Chief Secretary, delivered a speech during the launch program. The event was chaired by Pu Vanlaldina Fanai, Commissioner of Planning, who provided the introductory remarks, while Pu Lalmalsawma Pachuau, Secretary of Planning, presented the contextual background of the two dashboards.

SDG Dashboard Note:

· SDG Dashboard is partially funded by Ministry of Personnel Public Grievances and Pension and Planning and Programme Implementation Department, Government of Mizoram.

· Government of Mizoram has partnered with UNDP for the set up of SDG Dashboard and CSR Matchmaking Portal in the state.

· To fast-track local level monitoring and implement the SDG’s, States need to develop their own Local Indicator Framework (LIF) based on their individual critical development priorities, data requirements, available infrastructure, and resources. The Government of Mizoram has already adapted the LIF and has drafted indicators for monitoring SDGs at village level, district level, urban local bodies and at the state level.

· The dashboard will capture data as per indicators mapped to Departments, Schemes, Districts, PRIs.

· SDG Dashboard can be fully accessed by Chief Minister, Chief Secretary, Department HODs and other officials along with limited access of reports/ graphs to citizens via public access.

Objective:

· Develop data driven interactive platform for State SDG Dashboard to capture indicators of the Local Indicator Framework prepared by Government of Mizoram as per the nine thematic areas at the village level, with functionality for data entry for said indicators at District/Block levels, and generation of Goal-wise, theme-wise and Indicator-wise results at those levels.

· Bring out State SDG Index for districts and villages and rank them to promote healthy competition among the districts and villages for achieving the SDG and its targets.

· Strengthen capacity building for quality data collection, collation, entry as per system requirements and provide handholding support to the State.

MPLAN Note:

MPLAN- Mizoram Plan Analytics Dashboard is an Integrated Programme Evaluation and Monitoring System that will allow optimal allocation and efficient utilization of State Resource. The MPLAN software will enable the state have a centralised Eagle’s Eye View of all the projects and schemes and bring uniformity in project submission which will ease the current struggles and challenges faced by the department.

The dashboard is funded by NITI Aayog under its State Support Mission and is developed by Integrity Tech Solution for Rs 69.99 lakhs (Rupees Sixty Nine lakh Ninety Nine Thousand).

MPLAN Software Aims to:

1. Centralize project information
2. Standardize project submission processes
3. Facilitate real-time monitoring and tracking
4. Enable data-driven decision-making
5. Enhance accountability and transparency

The departments are to submit projects through the dashboard which will enable them to follow guidelines in preparation of the Concept Note, DPR / Detailed Project Reports for easier submission to the funding agencies and timely grant of funds.

By integrating real-time data and analytics, the Monitoring Dashboard will serve as a powerful tool for the administration as it will allow monitoring of the implementation of various projects, schemes and policies across sectors in one platform. The MPLAN dashboard will provides visibility into ongoing projects, making it easier for stakeholders and administrators to see what initiatives are being undertaken. It will also provide a framework for evaluating the success of projects based on predefined metrics which will aid in long-term strategic planning.
