Marking the occasion of Mahatma Gandhi 150th Birth Anniversary on 2^ndOctober 2019, the Chief Minister of Mizoram Pu Zoramthanga launched the Manuals - Jal Shakti Campus and Jal Shakti Gram. These manuals published by MGNCRE will help Higher Education Institutions in developing strategies, action plans and implementation plans for water conservation on the campuses and in the villages with which the campuses are engaged with. The manuals are expected to provide standard operation procedures and inspire Swachhta and Water Conservation movements progressively covering all Higher Education Institutions across India.

In the context of Mahatma Gandhi 150th Birth Anniversary Mahatma Gandhi National Council of Rural Education is promoting participation of Higher Education Institutions in sanitation, hygiene and water conservation which are national prime requisites of development. The Manuals - Jal Shakti Campus and Jal Shakti Gram and Swachh Campus, being launched today are prescribed for National rankings by the Ministry of Human Resource Development for all 45000 Higher Education Institutions in the country. These manuals help Higher Education Institutions including Universities, Colleges and Polytechnics in developing strategies, action plans and implementation plans for water conservation on the campuses and in the villages with which the campuses are engaged with in National Service Scheme (NSS), Swachhta Action Plan (SAP) and Unnat Bharat Abhiyan (UBA).

The Manuals launched today contain Standard Operating Procedures for supporting the task of promoting cleanliness on the campus and promoting a culture of taking responsibility to keep the campus clean through continuous monitoring and practice; and to develop a model water conservation plan containing effective short- and long-term water conservation procedures and practices reflecting local water resource needs and water quality as well as quantity in campuses and in villages.

The Manuals have been developed at the behest of Ministry of Human Resource Development, Government of India.
