106/2025-2026
It has been observed that the process of submission of project proposals in Aizawl District under various schemes often faces challenges in terms of timely preparation, proper prioritization and thorough techno-economic vetting. With the objective of ensuring systematic planning, it is felt necessary to institutionalize a mechanism for the preparation, vetting, and phased submission of project proposals throughout the year. Therefore, all Heads of Offices within Aizawl District are hereby requested to comply with the following instructions accordingly.
1. Preparation of Perspective Plan/ Projects:
All departments are requested to familiarize themselves with relevant schemes, guidelines and funding norms, identify key priority areas, and formulate a comprehensive perspective plan and develop project proposals pertaining to their department well in advance. This institutional mechanism is expected to address the challenge of preparing project proposals in a rushed manner during limited time windows. Further, various organisations/ firms intending to submit project proposals are also encouraged to ensure timely preparation of their proposals in conformity with the relevant scheme guidelines and eligibility criteria.
2. Timeline for submission:
For submission of proposals under different schemes, one whole fiscal year will be apportioned into the following phases to avoid last minute submissions:
Phase-I
1. Time for submission of proposal under any scheme :1st July- 30 September
2. Vetting by Technical Screening Committee:lst October- 30th November
3. Approval by District Planning Committee/ District Level Committee on DPR and submission to State: 1st December- 31st December
Phase-II

2. Vetting by Technical Screening Committee:lst April- 31st May

The committee shall ensure alignment of the projects with sectoral priorities, resource availability, and sustainability.
This mechanism is expected to prevent line departments from missing out on funding opportunities by ensuring timely preparation of proposals. It is also expected to enhance overall preparedness, ensuring that submissions are well-aligned with guidelines, technically sound, and ready for approval within designated timelines.
