Aizawl, the 6th October 2022: Governor Hari Babu Kambhampati inaugurated the Right to Information(RTI) Week, 2022 in a function organized by the Mizoram Information Commission(MIC) at Conference Hall, Assembly Annexe  today.

All the DAAs, the SPIOs, and the SAPIOs within the state capital areas were invited to this function. The invited RTI activists and speakers from the MIC impressed upon their roles and responsibilities on RTI matters and how RTI activities can be further utilised for improving the standard of governance and administration in the state.

Governor Hari Babu Kambhampati thanked the MIC for offering him an opportunity to address the officials, the activists involved in RTI activities, and the people on the opening day of RTI Week. He believed that RTI implementation is proving to be an extremely potent tool for improvement in good governance to ensure transparency and accountability.

At the same time, Governor advised that people and activists using RTI must also be sensible and responsible in using RTI. Even though RTI is usually used for the interest of the public he also warned that it can sometimes be misused with malicious intention. In this connection, he appealed, "Great care must be taken so that frivolous and malicious applications are not submitted, which can take a toll on the State machinery. The RTI must be utilized in good faith for the overall good of the society and the Nation".

He lauded the MIC for ensuring the timely publication of Annual Reports to be laid in the State Assembly. He also appreciated the effort of the MIC in collaboration with the GAD and the ICT Departments for operationalizing RTI Online facilities through which applicants can ask for the provision of information through an online application. He urged the citizens to continue to use the RTI to guide and steer the government in its course.He also advised the MIC to improve further by doing awareness campaigns more frequently. The inaugural function of  RTI Week, 2022 commenced with a keynote address by Pu Lalnunmawia Chuaungo, Chief Information Commission. Here, the CIC highlighted the recent initiatives and activities of the MIC. He urged the public authorities to ensure the implementation of the Suo Motu disclosure( salient features of the department, their roles, projects under their departments,  contacts, some other information that may be useful to the public, etc.,) on their websites at the earliest. He also requested all the SPIOs to register themselves at Mizoram RTI Online as soon as possible. This,  he said will save time and money for the applicants who, due to some reasons may not be in a position to visit the concerned department in person to submit their application.

He, once again reminded the RTI is not created for fault findings but rather is created to ensure transparency in governance. He also called for prompt response to every application and proactiveness in dealing with the matters of RTI application.

The two well-known public personalities and RTI activists - Pu Vanneihthanga Vanchhawng and Pu Lalnuntawma Fanai also shared their experiences with the RTI Act implementation in Mizoram. They also suggested some improvements that can be achieved depending on the cooperation from the official sides.

In this programme, Governor gave away prizes to the winners of inter-college competition for slogan writing on RTI Week 2022. The first, second and third winners awards went to Mr Zomuanpuia Khiangte, 1st Sem, Deptt of Commerce, Govt HBC, Mr Vanlalhriatpuia, 3rd Sem,  Deptt of Mizo, PUC and Mr David Lalchhandama, 5th Sem, PUC, respectively.

The program of the inaugural function of RTI Week, 2022 concluded with a vote of thanks proposed by Pu Zorammawia, Information Commissioner, MIC. The function was also attended by the former CICs and the ICs of the MIC.
