Aizawl, the 15th February 2022: To prevent the outbreak of fire at an office building that can incur damage to valuable records and cause heavy financial losses, the Government of Mizoram issued Office Memorandum - No.B.13011/142/202 l-DMR/120 : Dt 09.02.2022. By this OM, all Departments/Offices under the Government of Mizoram are instructed to prepare a Disaster Management Plan (DM Plan) for their respective Department/Office as shown below.
The DM Plan shall contain holistic guidelines, complete in all nature for precaution and mitigation against disasters such as fire, earthquake, cyclone, landslide, etc and must be specific to the particular office building and office complex in terms of location, terrain, layout and access. It shall contain all necessary information and steps required to be taken in times of disaster. Adequate numbers of safety equipment shall be made available in different locations in the building premises. Officers and staff may be given basic training to handle equipment such as fire extinguishers, etc. and the location of the nearby fire hydrant points may be specifically mentioned.
The DM Plan must be apt and sufficient to safeguard lives and mitigate disaster effects. Further, all officers, staff and other stakeholders of the Department/Office must be sensitized regarding the DM Plan and periodic updates of the Plan shall be carried out by the Head of Department/Head of Office as and when necessary.
If a need arises for assistance in the preparation of the DM Plan or training of personnel with regard to the fire safety equipment, Fire & Emergency Services or Disaster Management & Rehabilitation Department may be consulted for assistance.
