Aizawl 7th January 2022: To contain the rapidly increasing COVID-19 cases and the new variant of concern ‘Omicron’, the Chief Secretary of Mizoram Dr Renu Sharma, in her capacity as Chairman, State Executive Committee, State Disaster Management Authority and in exercise of the powers conferred under Section 22(2)(h) & 24(l) of the Disaster Management Act, 2005 issued new guidelines to be enforced in the State of Mizoram with effect from 08.01.2022 till the midnight of 31.01.2022

A. MEASURES TO BE IMPLEMENTED IN AMC AREA

  1. It is advised to avoid movement of people during this period, including casual visit of neighbors/families including those residing in the same building block.
  2. The following guidelines shall be followed during this period.

Schools and hostels for students of class I to IX and class XI shall remain closed. Classes shall continue to be conducted in online mode.

Permitted with maximum 50% seating capacity of the venue.

Permitted with maximum 50% seating capacity of the venue or not more than 50 persons (whichever is less), with the condition that no refreshments are prepared and served.

  2. Group C & D staff - 50% shall attend office and others shall work on online mode. This shall not apply to the officers and staff of essential duties and emergency services. A roster shall be prepared accordingly by all Secretaries of the Departments. 
  3. Persons with Disabilities and Pregnant women employees shall be exempted from attending offices but are required to work from home. 
  4. No visitors shall be allowed in any offices without prior permission/ appointment.
  5. Public interview for Ministers shall be suspended until further orders.
  6. Heads of Department and Heads of Office shall put in place hand washing facility or hand sanitizers at the entry of office building.
  7. Heads of Offices shall be responsible for proper sanitization and cleanliness in their respective offices.
  8. Non-duty staff may be detailed for Executive Duty by the Deputy Commisioner.
  9. All meetings shall preferably be done through VC mode.

NOTE: Essential duties/ emergency services shall include Departments of Home, H&FW, Police, Home Guards & Civil Defense, Fire & Emergency Services, Disaster Management, District Administration, Civil Aviation, Prisons, Excise & Narcotics, Municipal Services, Forest Field Works, PHE, I&PR, P&E, FCS&CA, IF&SL, ICT and NIC.

  1. Public Transport (City Bus, Taxi, 2-wheeler taxi etc) and Commercial Vehicles shall continue to ply as per the normal arrangement.
  2. Government and private vehicles (including two wheeler):
    1. Monday: Nos. ending in 1&2 shall not ply.
    2. Tuesday: Nos. ending in 3&4 shall not ply.
    3. Wednesday: Nos. ending in 5&6 shall not ply.
    4. Thursday: Nos. ending in 7&8 shall not ply.
    5. Friday: Nos. ending in 9&0 shall not ply.
    6. There will be no restriction on Saturdays, Sundays & public holidays.
      1. Commercial vehicle (City Bus, Taxi, two-wheeler taxi, etc.) drivers and handymen should scrupulously follow the following guidelines:

B. RESTRICTIONS TO BE ENFORCED OUTSIDE AMC AREA

  1. In other areas of Mizoram, the Deputy Commissioners shall make restrictions/ regulations depending upon the local COVID-19 outbreak situation and assessment made by them.

 

  1. Educational institutions

  1. Commercial vehicle (City Bus, Taxi, 2-wheeler taxi, etc.) drivers and handymen should scrupulously follow the following guidelines:
  1. Vehicle seats and inner portions should be regularly sanitised and they should maintain        cleanliness of their vehicle. They should wear face masks while on duty and should keep a sanitizer for use of passengers.
  2. They are advised to get full dose of COVID-19 vaccine.
  3. Commercial vehicles are not allowed to carry passengers beyond the seating capacity mentioned in their registration certificate 
  4. There shall be no standing passengers in buses.

 C. RESTRICTIONS TO BE ENFORCED THROUGHOUT MIZORAM

 

1.   Vaccination. 

For the safety of the general public, it is advisable to take COVID-19 vaccination at the earliest by all individuals (target group) free of cost from any of the Government’s vaccination centres. Deputy Commissioners may ensure extensive coverage of all doses of vaccination within their respective Districts.

 

  1. Travelling
  2. Travelling restrictions/ screening at airport and other entry points as per advisories of Health & Family Welfare Department, Government of Mizoram issued from time to time in view of the new covid variant are to be strictly adhered to by all authorities. 
  3. Travelling on unavoidable circumstances is permitted. Private and commercial passenger vehicles can be utilized for such journey.
  4. Vehicles mentioned above are not allowed to carry passengers beyond the seating capacity mentioned in their registration certificate. Drivers and passengers should wear face-masks at all times. Hand sanitizer should always be readily available to be used by passengers. 

 

  1. Local Restrictions

a) If a need is felt to impose stricter restriction within a particular locality, a  written application clearly stating the justification shall be submitted to the concerned Deputy Commissioner.

b)  LLTFs/VLTFs shall not declare any sort of restriction/ curfew/ lockdown/ Containment Area/ Restricted Area within their locality on their own.

c) LLTFs/VLTFs of villages/ towns traversed by highways/ roads shall not restrict movement of travelers within their locality. 

 

  1. Transportation of goods and commodities
  2. Goods and commodities can be transported into the state without obtaining separate permission. However, registration through mCOVID19 is mandatory.
  3. Thorough screening of transporters (driver and handyman) of goods and commodities shall resume. Persons developing symptoms during screening shall be tested using RAgT. No passengers except handymen shall be allowed in goods carriers.
  4. Transporters (driver and handyman) of goods and commodities from outside the state shall, as per standing practice, prepare their own food on the outskirts of settlement area, and they shall leave immediately without contacting/mingling anyone after they have finished unloading their transported goods. During unloading of goods, they shall maintain a distance of at least 6 feet.
  5. Drivers and handymen of goods carriers coming from outside the State shall not roam around for backload.
  6. There shall be no restriction for transportation of goods outside AMC Area
  7. Public carriers engaged by FCS & CA for transportation of ration, foodgrains, oils, etc are allowed free movement for the purpose they are engaged. However, they should invariably possess delivery order/despatch challan issued by the department authorities. 
  8. In case of emergency, the above mentioned Drivers and handymen may contact State Control Room (Toll free 1070, landline 0389-2342520, mobile 7628072785 and whatsapp 9366331931) and COVID-19 (Medical) helpline number (Toll free 102, landline 0389-2323336, 0389- 2322336 and 0389-2318336 for conveying their problems. These numbers shall be conspicuously displayed at screening points.
  9. High standard of precautionary and safety measures should be adopted each and every individual. Responsibilities and duties referred to as COVID Appropriate Behaviour (CAB) are enclosed in Annexure, and all are expected to strictly adhere to it. 
  10. District Magistrates shall impose Night Curfew (9:00 PM to 4:00 AM) as empowered by CrPC Section 144. 
  11. Protocols for entry to Mizoram, quarantine, etc. shall be as issued by the Health & Family Welfare Department from time to time.
  12. As per the recommendation of the State Level Expert Team on COVID-19 Management Deputy Commissioners shall declare Micro Containment Zones and other restrictions within their districts depending upon the local situation and requirement, and the orders imposed by Deputy Commissioner in the Containment Zone shall be scrupulously complied with. 
  13. Violation of these measures will be liable for prosecution as per the provisions of Section 51 to Section 60 of the Disaster Management Act, 2005, Section 5 of The Mizoram (Containment & Prevention of the spread of COVID-19) Act, 2020 besides legal action under Section 188 of the IPC and other legal provisions as applicable.
