123/2026-2027

Dated Aizawl, the 29th May, 2026: Land Revenue & Settlement (LR&S) Minister Pu B. Lalchhanzova launched the Online Tax Portal Version 2.0 – “landtax.mizoram.gov.in”, an online tax payment portal, at the Directorate of Land Revenue & Settlement Conference Room. This online portal has been developed in collaboration with the Information and Communication Technology (ICT) Department.

Pu Lalchhanzova expressed his happiness that citizens can now pay their taxes more conveniently on their own without the need to visit collection centers physically. He stated that as the world progresses technically, the people of Mizoram are also moving forward together. He emphasized that for a nation to become developed and respectable, citizens need to contribute and pay their taxes diligently. He added that the LR&S Department has begun taking steps toward making Mizoram a self-reliant state. He expressed satisfaction that such technological advancements elevate Mizoram to a better position in national development rankings, ensuring that instead of just emulating other states, steps are being taken so that other states can emulate Mizoram also.

Pu C. Lalrinfela, Informatics Officer of the ICT Department, presenting the technical report, highlighted that the biggest difference from Version 1 is that the system is now entirely based on an Annual Proforma, which clearly calculates the exact tax amount due for citizens on a yearly basis. Through this portal, a system has been designed to send SMS reminders for tax payments and penalty notices for defaulters. Using the Bharat Bill Payment System (BBPS) service available on mobile apps such as GPay, PhonePe, BHIM, Amazon Pay, and others, citizens can now pay Land Tax and Zoramchhiah from the service list using either their Family ID or Ration Card Number.

For updating or linking important records like Ration Card Numbers and Phone Numbers for Land Tax and Zoramchhiah payments, citizens can now submit these through the portal without needing to visit the office in person. To pay Land Tax, using a Family ID is now mandatory, and a search option has been integrated into the portal for those who do not know their Family ID yet. Except for Lawngtlai and Siaha Districts, all other districts have been onboarded, and residents of all onboarded districts can now pay Land Tax and Zoramchhiah online.

In addition to this, several useful features have been added for the convenience of the department staff, the most prominent being:

1. Since Land Tax and Zoramchhiah are now based on the Annual Performa, it will empower staff to generate clearer reports and estimates, as well as track tax compliers and defaulters efficiently.

2. There will be no complications even if the rates and tax assessment amounts are revised in the future.

3. A clear payment record tracking system (Abstract Collection – Online, Manual, Cheque) has been added for Surveyors and manual fee collectors.

4. Tax Targets and Revenue Statistics features have been added for easy viewing, along with a hard report generation feature. A daily collection report viewer has also been included.

5. The system will now automatically block Periodic Patta and House Passes (those with limited validity) exactly past 12:00 midnight once they expire.

6. The system will now log and track every single modification made to the Land Tax and Zoramchhiah master records.

The launching program was chaired by Pu Vanlalmawia, LR&S Secretary, and was attended by ICT Chief Informatics Officer Pu James Lalnunmawia along with other ICT officials and concluded with a vote of thanks proposed by Pu R. Lalthazuala, LR&S Director.
