259/2026-2027

New Delhi | 27 July 2026 :The Hon’ble Minister for Disaster Management & Rehabilitation and Rural Development, Government of Mizoram, held a series of high-level meetings with leading international development organisations to explore strategic partnerships that can accelerate Mizoram’s transition towards a resilient, sustainable and future-ready economy.

During discussions with RMI India Foundation, ICLEI, the United Nations Environment Programme (UNEP) and the United Nations Development Programme (UNDP), the Minister outlined the Government’s vision of positioning Mizoram as a model for integrated sustainable development—one that combines climate resilience, clean energy, environmental conservation, disaster risk reduction and inclusive economic growth. The engagements also explored how successful initiatives in Mizoram could be replicated across the North-Eastern Region, enabling the region to emerge as a national leader in climate-resilient development.

The Hon’ble Minister emphasised that while Mizoram possesses rich natural resources and strong community institutions, its mountainous terrain, fragile ecosystems, rapidly urbanising hill settlements and increasing exposure to climate-induced disasters require development pathways that are specifically designed for the region. He stressed that investments in infrastructure, livelihoods and public services must be resilient by design, environmentally sustainable and capable of withstanding future climate risks.

Clean Energy, Sustainable Infrastructure and Cooling Solutions

During the meeting with RMI India Foundation, discussions focused on opportunities to integrate clean energy and sustainable infrastructure into Mizoram’s long-term development strategy. The deliberations covered energy-efficient buildings, sustainable cooling solutions, passive design approaches, urban heat mitigation, renewable energy integration, clean mobility and resilient public infrastructure. Particular emphasis was placed on identifying demonstration projects that could showcase practical, scalable and cost-effective solutions suited to hilly states, while creating a pathway for wider adoption across the North-East. The Minister also discussed opportunities for technical collaboration in developing sustainable settlements that balance economic growth with environmental stewardship.

Building an Implementation Pipeline through ICLEI

In discussions with ICLEI, the focus was on strengthening Mizoram’s implementation capacity by preparing technically robust and investment-ready Detailed Project Reports (DPRs). Recognising the growing need for resilient public infrastructure, both sides explored collaboration on designing climate-resilient public health facilities and essential civic infrastructure capable of withstanding future disaster and climate risks. The engagement also highlighted the importance of developing high-quality project pipelines that can facilitate access to national and international climate and development finance while enabling faster implementation on the ground.

Sustainable Livelihoods, Environmental Protection and Climate Finance

The meeting with UNEP explored a broad range of opportunities linking environmental sustainability with economic resilience. Discussions covered initiatives relating to clean air, sustainable cold-chain infrastructure, climate-smart agriculture, resilient food systems and ecosystem-based development. Particular attention was given to innovative approaches such as parametric insurance for livestock, recognising the importance of protecting rural livelihoods from climate-related disasters and disease outbreaks. The Minister highlighted Mizoram’s commitment to ensuring that environmental conservation, agricultural development and livelihood security progress together through integrated policy interventions.

Strengthening Disaster Preparedness through Technical Partnerships

The meeting with UNDP focused on strengthening the State’s technical and institutional capacities for disaster risk reduction. Discussions covered support for preparing Detailed Project Reports, undertaking risk assessments, strengthening district disaster management planning, building technical capacity and providing implementation support for disaster mitigation projects. The Minister noted that specialised technical expertise is often required to prepare complex proposals for national disaster mitigation programmes and welcomed UNDP’s experience in helping states develop high-quality project proposals capable of mobilising larger investments. The discussions also explored opportunities for supporting post-disaster needs assessments, recovery planning and implementation support under ongoing national disaster management initiatives.

Summarising the outcomes of the meetings, the Hon’ble Minister stated that Mizoram seeks to move beyond conventional development models by building a green, efficient, disaster-resilient and climate-adaptive State that places sustainability at the centre of governance. He noted that through strategic partnerships, technical innovation and regional cooperation, Mizoram aims to demonstrate how sustainable development can be successfully implemented in mountain ecosystems while contributing to the larger vision of a developed and resilient North-East.

The participating organisations expressed their willingness to continue working closely with the Government of Mizoram in identifying priority areas, developing implementation frameworks and supporting projects that can translate the State’s vision into measurable outcomes. The meetings marked an important step towards establishing long-term partnerships that will help position Mizoram as a leading example of sustainable and climate-resilient development in India.
