MIZORAM GOVERNMENT TAKES INITIATIVES TO IMPLEMENT THREE NEW CRIMINAL LAWS 

Three (3) new Major Criminal Laws - Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS) and Bharatiya Sarakshya Adhiniyam (BSA) - will come into effect from July 1, 2024 throughout India. The Govt. Of Mizoram has taken various steps to ensure the smooth implementation of these new laws as follows :

    5 new committees were set up under Police Headquarters (PHQ) - 1) Legal Issues, 2) Technology Upgradation, 3) Training, 4) Digital Investigation and 5) Financial Implication. These committees studied the various needs and requirements and made suggestions and recommendations based on these studies to ensure successful implementation of the new laws.

    Training for 1492 Police personnel in various Districts of Mizoram pertaining to the new Criminal Laws had been conducted a total of 55 times. Training had been conducted for 93% of the Police staff and Supervisory officers. Training had also been conducted for various churches, schools and NGOs with a total of 1965 people participating till date.

Aside from these district level trainings, various trainings at Police Headquarters (PHQ) level had been conducted with the cooperation of BPR&D, Mizoram Law College and FSL Departments. Forensic Investigation Training is also being conducted and is expected to be completed by June 28, 2024. Training for Judicial Officers and Public Prosecutors is to be jointly conducted by the Government of Mizoram and the Gauhati High Court from 24th – 29th June, 2024, in which the training will be imparted by Judicial Academy, Assam. Training had also been conducted for Jail Superintendents and Jailors / Asst. Jailors from 13th-14th June, 2024. 

    Those who have completed training are themselves expected to spread awareness and sensitisation among the general public as well as police personnels, and awareness videos on quintessence of these New Laws  have also been prepared both in English and Mizo. Further, booklets such as Compendium of Forms for IOs and Handbook for IOs have also been disseminated to all units in the State.

    Instruction manual for videography and photographies while recording a statement and conducting an investigation on FIR, Zero FIR and e-FIR has been prepared. Besides, 6 standing orders have been notified with reference to filing a chargesheet in relation to POCSO and cases related to violence against children.

    The patches of the new laws implemented under Offline CCTNS system have been successfully tested and deployed in every Police Station. Efforts have been made to utilise the new CCTNS System Integrator.  

    Mizoram Police has bought 4 Forensic vans, which have been stationed at Aizawl, Lunglei, Champhai and Kolasib.  

    Crime scene videography of heinous offences will be carried out by the SPs of Aizawl, Champhai and Lunglei. 

    On June 15, 2024, IGP (Law & Order) had a radio talk session to make the public aware of these three new laws. 

    Video Center is to be stationed at every District Police and Police Station. 

  Mizoram Government has approved the implementation of Bharatiya Nagarik Suraksha Sanhita (BNSS). Law and Judicial Department will issue Notification on 21.06.2024.
