Aizawl, dated 24th June 2026: A meeting under the Chief Minister’s Special Package and Loan Components of the Bana Kaih Scheme was held today at the Committee Room of the Planning & Programme Implementation Department. The meeting was chaired by Dr. KC Lalmalsawmzauva, Vice Chairman of the Mizoram State Policy Coordination Committee (MSPCC).

Addressing the meeting, Dr. KC Lalmalsawmzauva stated that the Bana Kaih Scheme was designed to identify and support hardworking and committed individuals possessing the skills and potential to succeed. He urged the Nodal Officers and Assistant Nodal Officers of all implementing departments to continue scrutinising applications thoroughly and carefully. He further emphasised that nurturing capable and industrious individuals would not only help them achieve success in their own livelihoods but would also contribute significantly to the overall development of the state.

During the meeting, applications received under the Chief Minister’s Special Package and Loan Assistance components of the Bana Kaih Scheme were examined in detail. Fresh applications submitted under seven implementing departments were reviewed. These included 8 applications under the Cooperation Department, 1 under the Horticulture Department, 7 under the Urban Development & Poverty Alleviation (UD&PA) Department, 10 under the Labour, Employment, Skill Development & Entrepreneurship (LESDE) Department, 10 under the Tourism Department, 11 under the Land Resources, Soil & Water Conservation Department, and 378 applications under the Commerce & Industries Department. Applications seeking Loan Assistance were also scrutinised.

The meeting also reviewed a livelihood enhancement initiative being implemented in Serchhip District through the convergence of the Bana Kaih Scheme with the Tribal Development Programme (TRIBES) and ATMA Serchhip District under NABARD support. The initiative covers more than 400 households engaged in agricultural activities and 100 households engaged in handloom and textile-related livelihoods. Plans are currently underway to establish plantations of Tung, Chhawchhi, Litchi, Cinnamon and Mandarin Orange in Hualtu, Hmuntha, Khawbel, Sialsir, Serchhip, Chhiahtlang and Thenzawl. Under the programme, NABARD is expected to provide approximately Rs. 80,000 per beneficiary household through TRIBES, while the Government will contribute around Rs. 19,000 per household through the Bana Kaih Scheme.

The importance of promoting the wider use of biofertilisers was also discussed. The meeting highlighted the need for close coordination among the Agriculture, Horticulture, and Veterinary & Animal Husbandry Departments. It was proposed that the Bana Kaih Scheme be effectively utilised to support awareness and capacity-building initiatives aimed at encouraging the production and use of biofertilisers as Mizoram moves towards becoming an Organic State. The meeting also resolved that a Task Force should be constituted to assess the current usage and future requirements of biofertilisers in the state. Furthermore, to ensure proper storage of agricultural produce and enable farmers to market their products in a more organised manner and at better prices, it was decided that the construction of Root Cellar of harvested ginger under the Bana Kaih Scheme should be actively pursued.

The meeting also reviewed a draft Achievement Report Format designed to monitor and document the progress of beneficiaries receiving assistance under the CM Special Package and Loan Assistance components of the Bana Kaih Scheme. Discussions were held on Foreign Placement Loans and Education Loans, and guidelines for providing last-mile connectivity support to industrial and processing units were also examined.

The meeting was attended by Shri David Lalthantluanga, Secretary, Planning & Programme Implementation Department; members of the Mizoram State Policy Coordination Committee and Nodal Officers and Assistant Nodal Officers from the implementing departments of the Bana Kaih Scheme. The Assistant General Manager of NABARD and the Project Director of ATMA Serchhip District also presented reports on the livelihood development initiatives being undertaken for farmers in Serchhip District through the TRIBES programme and the Bana Kaih Scheme.
