Aizawl, the 1st July 2020: Standard Operating Procedure (Attachment 1 and 2) for Social Distancing to be followed during the Partial Lockdown Period (01.07.2020 to 31.07.2020) is appended below :

 

Attachment-1

STANDARD OPERATING PROCEDURE FOR SOCIAL DISTANCING

 

1. GOVERNMENT OFFICES, OTHER OFFICES AND PRIVATE OFFICES:  

1. Heads of Departments/ Heads of Offices shall strictly enforce social distancing within the office premises. Wearing of face masks is compulsory while meeting visitors. 


2. Heads of Departments/ Heads of Offices shall be responsible for ensuring hygienic conditions and sanitization of the office premises. Provision for hand washing (water/soap/handwash) inside the office is mandatory. Provision for hand wash or sanitizers must be made at all entry and exit points and common areas.  Hand washing is compulsory for anyone entering the office premises. 


3. No outsiders are allowed to enter the office without obtaining prior permission from concerned authorities. 


4. Heads of Departments/ Heads of Offices shall make arrangements to disinfect/ sanitize goods and vehicles entering the office premises from outside to the extent feasible.


5. All areas within the office premises and surroundings including the following shall be regularly disinfected: 

 i.  Office entrance, office building and its surroundings.  

 ii.  Office canteen. 

 iii. Meeting room, conference hall, verandah, etc. 

 iv.  Bathroom and Toilet. 

v.  Office building walls, stairs, staircases and railings. 


6. Office buses and government vehicles used to transport employees shall seat permitted capacity as stated in the registration certificate. Wearing of masks is mandatory for drivers and passengers. 


7. All employees who are at higher risk such as pregnant employees and employees who have underlying medical conditions, employees with co-morbidities, chronic illnesses shall be allowed to avail commuted leave. 


8. Meetings to be held only when or if extremely necessary. Meetings, as far as feasible, should be done through video conferencing and through online modes. 


9. E-mail or other electronic media, as far as feasible, shall be utilised for communication between departments. 


10. Adequate crowd and queue management to be ensured to ensure social distancing norms at Bill counters such as electric, water, phone bill, etc. Online payment of bills must be encouraged. 


11. Departments are to effectively utilise Information Technology for communication with people. ICT Department shall take necessary steps in this regard. 


12. Employees are to visit office canteen in batches in order to maintain social distancing. 


13. Head of Offices must instruct government and private firm employees to register themselves on Aarogya Setu mobile app. 

 

2. MARKETS, SHOPS AND BUSINESS ESTABLISHMENTS:  

1. Wearing of face cover/face masks mandatory at markets, shops and other business establishments. 


2. A maximum of three employees must be deployed in each shop. Wholesale shops and Departmental Stores are allowed to deploy upto six employees depending on their needs at godowns/stores, arrangements shall be made in consultation with concerned LLTF. 


3. Workers shall wear face mask at all times. Provision for hand washing/hand sanitizers shall be arranged for customers. 


4. Two metre gap marking for customers standing in queue shall be done by shop/store owners in order to maintain social distancing. They shall also ensure two metre gap between customers inside the stores/shops


5. Fruits and vegetable sellers to ensure proper cleaning of items on sale, wearing of face masks is mandatory for such vendors


6. In the VLTF/LLTF-arranged vegetable, fruit and meat markets, two metre gap marking for customers standing in queue shall be done by the concerned VLTF/LLTF. If the need arise, VLTF/LLTF may arrange temporary markets at convenient places such as schoolyards, playgrounds etc. 

 

7. As far as possible workers shall register themselves at Aarogya Setu app.

 

3. SHOPPING MALLS/COMPLEXES, RESTAURANTS AND HOTELS 

1. Entrance must mandatorily have hand washing facility or hand sanitizers and thermal screening provisions.


2. Posters on preventive measures about COVID-19 must be displayed prominently.


3. Separate entry and exits for customers, employees and goods/supplies shall be organized preferably to the extent possible.


4. Adequate cross ventilation for maximum circulation of fresh air must be ensured.


5. Crowding or large gatherings at any place should be prohibited


6. Cleaning and regular disinfection (using 1% sodium hypochlorite) of frequently touched surfaces (door knobs, elevator buttons, hand rails, benches, washroom fixtures, etc.) to be made mandatory in all malls in common areas.


7. Gaming Arcades, Children Play Areas and Cinema halls inside shopping malls and hotels shall remain closed.


8. To ensure social distancing in restaurants and in eateries inside shopping malls/complexes, tables must be set apart at a distance of 6 feet from adjacent tables. Not more than 50% of seating capacity to be permitted. 


9. To ensure social distancing contactless mode of ordering/online ordering and online/digital mode of payment to be encouraged to the extent possible.


10. Take aways/home deliveries to be encouraged. Food delivery boys/delivery boys should not hand over the items to the customers, items should be placed on their door steps.


11. As far as feasible, all employees in shopping malls/complexes/restaurants/hotels must register themselves on Aarogya Setu app.

 

4. CONSTRUCTION, MANUFACUTURING, SERVICES & LOGISTICS 

1. All work sites/places must put in place adequate hygienic measures. Provisions of toilets and washrooms for use by workers must be made. This shall be the responsibility of the owners/employers 


2. Elderly people, people having chronic illnesses or prior health issues and pregnant women should not be employed


3. Preferably not more than 5 persons should work together at a time in work places. If more than 5 persons need to work, adequate physical distancing must be invariably maintained.


4. Adequate physical distancing must be invariably maintained by all agricultural and livestock (including poultry and fisheries) workers in while working in fields, gardens and ponds.


5. Not more than 5 persons are allowed in tailoring shops, hair cutting saloons and cobbler shops. The owners shall make necessary arrangements in this regard.


6. While loading and unloading of goods, drivers and handymen of the vehicles should not have any physical contact with the loading (unloading) workers. The unloading of goods must be done by the same set of workers.

 

7. All workers must register themselves on the Aarogya Setu app.

 

5. SUSPECTED COVID-19 CASES : 

1. The suspected patient should be immediately isolated in a separate room.


2. The suspected patient should not remove his/her facemask till the doctor examines him/her. 


3. Medical facility (hospital/clinic) or district helpline must be informed immediately.


4. After examination by the doctor and depending on his/her condition, necessary arrangements for contact tracing and disinfection of the area must be ensured. 


5. In case it turns out to be a confirmed positive case, tracing of all his/her contacts and complete disinfection must be strictly ensure to prevent any spread.

 

Attachment -2 

 

STANDARD OPERATING PROCUDURE FOR COMMERCIAL PASSENGER VEHICLES WITHIN MIZORAM

 

The following guidelines have been framed in view of hardships due to COVID-19 pandemic across the nation for the safety and health of drivers and passengers to prevent any spread of the pandemic.

 

1. TWO-WHEELER TAXIS

1. Drivers of two wheeler taxis must immediately sanitize their vehicles once a passenger disembarks before embarkation by the next passenger.


2. Driver and passengers of all two wheeler taxis must mandatorily use face masks

 

2. TAXI/AUTO-RICKSHAW

1. Taxis/Auto-Rickshaws must not carry more passengers than what is specified as the seating capacity in the registration certificates.


2. Drivers and passengers must mandatorily use face masks.


3. Sanitizers for use by passengers must be kept inside the Taxis/Auto-Rickshaws.


4. Drivers must frequently sanitize the inside of their vehicles including all knobs and handles.

 

3. MAXI CAB (Inter and Intra State service)

1. Passengers not more than what is specified as the seating capacity in the registration certificates to be seated/carried


2. During the journey, drivers and passengers must mandatorily use face masks


3. Drivers must frequently sanitize the inside of their vehicles including all knobs and handles.


4. Sanitizers for use by passengers must be available inside the vehicles.

 

3. CITY BUSES/TOWN BUSES/INSTITUTION BUSES/ SCHOOL BUSES/ MARKET BUSES/LINE BUSES

1. Passengers not more than what is specified as the seating capacity in the registration certificates to be seated/carried


2. Driver/conductor and all passengers seated inside the bus must mandatorily use face masks.


3. Sanitizers for use by passengers must be available inside the buses.


4. On reaching the turning point, the inside of buses and all handles, rails, etc must be thoroughly sanitized.

 

It will be the responsibility of the drivers/conductors to ensure use of masks by the passengers and sanitization of the vehicles. All driver and conductors must register themselves on Aarogya Setu app.

 

All commercial vehicles must ensure adherence to the above guidelines to prevent any spread of COVID-19 and also educate all passengers to follow these guidelines.
