In the interest of public service and in supersession of this Department's Order of even number dated 14.09.2020, the following procedure shall be followed for facilitating the entry of persons into Mizoram in pursuance of Disaster Management & Rehabilitation Department's Order No. B. 13021/101/2020-DMR/Vol-III dated 16.01.2021 and Notification No. B. 13021/187/2020-DMR dated 22.01.2021 and Health & Family Welfare Department's Notification No. D.33011/39/2020-HFW(SOP)/Pt-III dated 28.01.2021 with immediate effect and until further orders:
1. ENTRY BY FLIGHT
All persons entering the State by flight shall register themselves through the mPASS Flight link of the mCOVlD-19 mobile application or the www.mcovidl9.mizoram.gov.in portal. They may proceed upon being assigned an mPASS Flight ID. No further approval shall be required.
Passengers landing at Lengpui Aiport shall be allowed to leave the terminal building only after registering themselves through the mPASS Flight link.
2. ENTRY BY ROAD
All persons entering the State by road shall register themselves through the mPASS Road link of the mCOVID-19 mobile application or the www.mcovidl9.mizoram.gov.in portal. They may proceed upon being assigned an mPASS Road ID. No further approval shall be required.
3. MEDICAL SCREENING OF INCOMING PERSONS:
All incoming persons shall undergo medical screening at their respective entry points as per Health & Family Welfare Department's Notification No. D.33011/39/2020-HFW(SOP)/Pt-III dated 28.01.2021 as revised from time to time.
4. ENTRY OF PERSONNEL OF THE ARMED FORCES, CENTRAL ARMED POLICE/
PARAMILITARY FORCES AND BORDER ROADS ORGANISATION:
Personnel of the Armed Forces, Central Armed Police/Paramilitary Forces and Border Roads Organisation entering by road shall be exempted from registration under mPASS Road subject to the condition that a list of such incoming personnel is furnished to the Police personnel on duty at the entry points for record and they clear medical screening as per Standard Operating Procedure issued by Health & Family Welfare Department vide Notification No. D.3301 l/39/2020-HFW(SOPYPt-III dated 28.01.2021.
5. ENTRY OF NON-INDIGENOUS PERSONS:
In supersession of Notification No. F.22016/5/2011-HMP/Pt dated 06.06.2020, all Temporary ILP issuing authorities are now authorized to issue Temporary ILP against valid mPASS Flight or mPASS Road IDs.
The Police or any other authorized personnel at the designated entry points shall take strict vigilance to segregate incoming passengers as indigenous persons and non-indigenous persons of the State as per Para 6 below.
All non-indigenous persons claiming exemption from ILP as per Para 7 below shall produce documentary proof to support their claim for ILP exemption.
All other non-indigenous persons entering the State shall possess valid ILP or shall be issued Temporary ILP at the entry point. The Police or any other authorized personnel on duty at Lengpui Airport and all entry points shall take strict precautions to ensure that non-indigenous persons are allowed to proceed only on possession of valid ILP or after being issued Temporary ILP at entry points.
Temporary ILP issuing authorities shall issue Temporary ILP only against valid mPASS Flight or mPASS Road registration IDs.
6. DEFINITION OF 'INDIGENOUS PERSON'
As per Para 1(a) of the Guidelines for Enforcement of the Inner Line Regulation in Mizoram issued vide Notification No. F.22016/5/2011-HMP dated 13.08.2014, a person shall be deemed to be indigenous of the then Mizo District (now State of Mizoram) if he/she, or either of his/her parents, was born within the territory of India five years prior to the commencement of the Constitution of India as per Article 5 read with Article 394 of the Constitution or they, and their direct descendants, have continuously resided in Mizoram since not later than 26th January, 1950.
7. CATEGORIES OF PERSONS EXEMPTED FROM OBTAINING ILP
As per Para 5 of the Guidelines for Enforcement of the Inner Line Regulation in Mizoram issued vide Notification No F.22016/5/2011-HMP dated 13.08.2014, the following persons are exempted from obtaining ILP for entering Mizoram:
a) A non-indigenous female married to a Mizo or other indigenous male shall be exempted during her marriage to that person. However, a male nonindigenous person married to a Mizo female or other indigenous female shall not be exempted from having ILP.
b) Member of the security forces and his/her family shall be exempted from ILP while serving in Mizoram.
c) Regular or permanent State or Central Government servant and his/her family shall be exempted while serving in Mizoram.
d) Retired State or Central Government employee permanently settled in Mizoram by virtue of his/her marriage to an indigenous person of Mizoram shall be exempted along with his/her family.
e) Government Advocate as well as the advocate on the defence panel of the Government along with his/her family while serving in Mizoram.
f) Regular of permanent employee of Government undertakings and corporations shall be exempted along with his/her family for entry and stay only so long as the employee is posted in Mizoram.
g) Persons or group of persons invited by the Government or Government undertakings to participate in Government sponsored programmes. In such cases, the sponsoring department/office shall obtain exemption certificate from Home Department, Government of Mizoram.
8. All persons entering the State, including driver, second driver, handyman, minors and infants, shall be registered on mPASS Flight or mPASS Road. Only persons with valid mPASS IDs are to be allowed to enter the State.
9. The appropriate option regarding whether the driver and handyman are to return to their station of origin after dropping their passengers or not must be selected at the time of registering in mPASS - Road. In case non-indigenous driver and/or handyman not covered under Para 6 above are not returning to their station of origin immediately after dropping their passengers, Inner Line Pass shall be required as per Para 4 above.
10. The validity of a temporary ILP shall be counted from the date of entry in case of persons who do not undergo quarantine and from the date of discharge from quarantine facility or COVTD Care Centre or dedicated COVTD hospital in case of persons undergoing quarantine or who tested COVTD positive. For example, if a person is issued a temporary ILP for a period of 7 days and he is quarantined for 14 days, the validity of the temporary ILP shall be counted from the 15th day, or the day that he is released from the quarantine centre, whichever is earlier. If the person happens to test positive for COVID-19 and is transferred to a COVTD Care Centre or a dedicated COVID hospital, the temporary ILP will be effective from the date he is discharged from the CCC or hospital.
11. Regularisation of temporary ILPs will be the purview of the Deputy Commissioner concerned, subject to the duration of proposed stay and observance of all necessary formalities.
12. All persons entering the State shall produce a valid Government-approved identity card like Voters ID, Aadhar, Driving License, PAN Card, Employment/Service ID at the time of entry into the State. Persons exempted from ILP shall also produce documentary proof to support their claim for exemption. In case of infants or minors, the identity card of their parents shall be accepted.
13. POLICE OR ANY OTHER PERSONNEL ON DUTY AT THE DESIGNATED ENTRY POINTS OF THE STATE ASSIGNED WITH THE SCANNING OF THE MPASS IDS SHALL SCRUTINIZE THE REGISTRATION OF THE INCOMING PERSONS AND ENSURE THAT ALL FIELDS ARE CORRECT AND COMPLETE IN ALL RESPECT. They are authorized to disallow entry to persons with mPASS IDs where information submitted are incomplete/incorrect or the identity of the person presenting the mPASS IDs at the entry point is doubtful or in such cases, the person(s) may also be advised to register themselves again with full and complete information.
14. ALL PERSONS ENTERING THE STATE SHALL CLEAR THE MANDATORY MEDICAL SCREENING AT THE DESIGNATED ENTRY POINTS. NO PERSON OTHER THAN THOSE WHO HAVE REGISTERED SHALL BE ALLOWED TO ENTER. AFTER CLEARING THE MEDICAL SCREENING, THEY SHOULD TAKE UTMOST PRECAUTIONS AS PER PROTOCOL ISSUED BY DISASTER MANAGEMENT & REHABILITATION DEPARTMENT AND HEALTH & FAMILY WELFARE DEPARTMENT FROM TIME TO TIME.
