Whereas it has come to the notice of District Administration that BSF Personnel have been coming to Lunglei District from inside and outside the State without written intimation to District Administration from the BSF Authority. As a result of which two (2) Personnel from 131BN BSF stationed at BSF Base Camp, Vanhne while being under quarantine went to Civil hospital, Lunglei for medical checkup without prior information and consent of the District Administration on 03.07.2020 and were tested positive Covid-19 on 04.07.2020.
The above 2 BSF personnel along with their comrades have returned from Dholchera, Assam on 24.06.2020 after undergoing Quarantine for 10 days and the 2 positive BSF personnel were taken to Covid Care Centre (CCC) and Dedicated Covid Health Centre (DCHC), Pukpui for Medical treatment and Quarantine on 05.07.2020. In the prevailing situation, the unrestricted movement of BSF Personnel in the civilian area poses serious threat to the safety of the civilian population and the same has been viewed seriously and uncalled for.
As per the Provision of Section 34 (C)&(M) of The Disaster Management Act 2005 and Regulation 11 (Power of Chief Secretary and District Collector/Deputy Commissioner to implement containment measures), Sub-section (a),(b),(d) & (h) of the The Mizoram Epidemic Diseases (COVID-19) Regulations 2020 it is hereby ordered that no BSF and any paramilitary personnel from outside the State shall come to Lunglei or Lunglei District without the prior approval of the competent authority and the knowledge of District Administration henceforth. Any paramilitary personnel coming to Lunglei District is bound to undergo Medical Screening and Quarantine as maybe arranged by the District Administration as per State Government Order. Movement of Jawan in the civilian area should strictly be avoided during Covid pandemic.
