Director, Animal Husbandry & Veterinary Department, Government of Mizoram, on 5th February, 2021 issued the following order regarding selling and breeding of dogs within Mizoram "Whereas, the Prevention of Cruelty to Animals (Dog Breeding and Marketing) Rules, 2017 and the Prevention of Cruelty to Animals (Pet Shop) Rules, 2018 have been framed under the Prevention of Cruelty to Animals Act, 1960 and came into force on 23rd May, 2017 and 6th September, 2018 respectively.

Therefore, no dog breeder in the State shall carry on or continue any breeding activity or own or house dogs for breeding and sale of dogs and pups, unless the breeder has obtained certificate of registration.

Also, no person shall carry on or continue the business of sale or trade in pet animals, whether retail or wholesale: or establish or operate a pet shop, or any other establishment engaged in sale, purchase or exchange of pet animals by whatever name called, without obtaining a certificate of registration.

Certificate of registration is to be obtained from the Mizoram State Animal Welfare Board (MSAWB). The application form for certificate of registration shall be made available in the Livestock Health & Disease Control Section, Directorate of A.H. & Veterinary Department. Aizawl and all District A.H. & Veterinary Officers' office by paying the amount of Rs. 5000/- in cash or by Demand Draft in favour of the Director, Animal Husbandry and Veterinary, Government of Mizoram. Form will be available from 15th February, 2021 onwards.


Any person engaged in dog breeding and marketing or operating pet shop on the date of issue of this notice must obtain Certificate of Registration within sixty days of issue of this notice."
