Aizawl the 13th October, 2021: It is hereby brought to the notice of all concerned that persons on election duty who will not able to cast their vote at the polling station wherein they are enrolled as voters on poll day shall be entitled to a facility of either an election duty certificate (EDC) or a postal ballot. Persons on election duty from within 4-Tuirial (ST) Assembly constituency shall be entitled to get an EDC whereas persons enrolled as voter within the aforementioned constituency but on election duty outside the said constituency shall be entitled to a postal ballot.


Therefore, it is informed to all persons on election duty that they can either collect Form12 (postal ballot) or Form 12A (EDC) from Election Branch, Office of the District Election Officer, Kolasib district or send the duly pre-filled forms enclosed herewith to the Returning Officer, Bye-Election to 4-Tuirial (ST) Assembly Constituency, DC Office, Project Veng, Kolasib – 796081 along with a copy of appointment order so that the issued and casted postal ballot may reach the Returning Officer before 8:00 a.m. on 02.11.2021.


Alternatively, persons on election duty may also collect and fill Form 12/ 12A and simultaneously cast their vote at the facilitation centre to be set up at the Office of the Deputy Commissioner, Kolasib district during 25.10.2021 to 27.10.2021. They shall be required to produce a copy of the appointment order along with Electoral Photo Identity Card (EPIC)/ Voter ID for identification. However, any of the below mentioned identification documents can also be shown at the facilitation centre – 1. Aadhar Card, 2. MNREGA Job Card, 3. Passbooks with photograph issued by Bank/ Post Office, 4. Health Insurance Smart Card issued under the scheme of Ministry of Labour, 5. Driving License, 6. PAN Card, 7. Smart Card issued by RGI under NPR, 8. Indian Passport, 9. Pension document with photograph, 10. Service Identity Cards with photograph issued to employees by Central/ State Govt./ PSUs/ Public Limited Companies, and 11. Official identity cards issued to MPs/MLAs/MLCs.
