Aizawl 29th March 2022: Social Welfare Minister Dr K. Beichhua inaugurated Lunglei Observation Home and Lunglei Special Home at Pukpui and One Stop Centre at Serkawn, established under Ministry of Women and Child Development.

Lunglei HPC Vice Chairman Pu Lawmawma Tochhawng, MYC Chairman Dr Vanlaltanpuia, Lunglei DC Pu Kulothungan A and other officials, Lunglei MJA members, local leaders and representatives from various NGOs were present at the inauguration.

At the inaugural function chaired by Pi Zoramthangi Chhangte, Jt Director, WCD, Social Welfare Minister Dr K. Beichhua highlighted the importance of imparting good quality education to the youth for a better future of our society and stated that it is one of the most crucial steps for achieving long-lasting,sustainable development. He stated that we must always make sure that we provide quality education to the students and take measures for the safety and protection of those who need it. He also requested the people of Pukpui locality to join hands and lending their helping hands in looking after the newly established homes.

Social Welfare & Tribal Affairs along with Women & Child Development have been working continuously and relentlessly for the development and protection of infants, mothers and children, youth, older persons, person with disabilities and tribal people, said Dr K. Beichhua and applauded the Department workers for their tremendous work. He mentioned that they had received numerous awards under different programs including Overall Excellence in Implementation under Poshan Abhiyaan and 1st Prize in Implementation of ICDS-CAS, Champhai District was awarded the best performing District in India, Thingdawl Block as the best performing Block, Serchhip District won Best Performing District in India in 2018-2019 & 2019-20 under Pradhan Mantri Matri Vandana Yojana (PMMVY). The Department aims to continuously strive to achieve these targets and Direct Benefit Transfer (DBT) for pensioners will come into effect shortly, he added.

Lunglei Observation Home & Lunglei Special Home are established at Pukpui, Lunglei and the project cost 422.72 lakhs, contracted by Lushai Engineers, Ramhlun, Aizawl. Construction works began in July 2018 and completed on 2nd December 2020. Inside this Complex, there are- School which has Boys Observation Home; Boys Special Home; Classroom, Library, IT Room etc.: Four Quarters for workers; Administrative Building, Common toilet & Duty Post, the area is securely fenced.

Lunglei Observation Home and Lunglei Special Home are Government certified Child Care Institutions (CCIs) registered under Section 41 of the Juvenile Justice (Care and Protection of Children) Act, 2015 and is run by Women and Child Development, Social Welfare Department (SWD), Govt. of Mizoram , the capacity of the home is 50 (40 Boys & 10 Girls). The Observation Home is maintained for the care and rehabilitation of any child alleged to be in conflict with law during the pendency of any inquiry, the inquiry shall be completed within a period of six months from the date of first production of the child before Juvenile Justice Board (JJB). Special Home is established for rehabilitation of those children in conflict with law who are found to have committed an offence and who are placed there by the Juvenile Justice Board (JJB) for such period not exceeding three years for providing reformative services including education, skill development, counseling, behavior modification therapy and psychiatric support during the period of stay in the special home. There are 2 persons currently admitted in Lunglei Observation Home and 3 persons in Lunglei Special Home.

One Stop Centre, Serkawn also inaugurated yesterday by the SWD Minister is a joint initiative of the Baptist Church of Mizoram (BCM) and Social Welfare Department, with the land leased by Baptist Church of Mizoram (BCM).
